본 연구의 목적은 비판적 실재론에 근거하여 정책 다이나믹스 분석을 위한 제도분석틀을 살펴봄으로써 제도분석틀의 이론적 유용성과 한계, 향후 연구방향을 이론적 차원에서 살펴보는 데 있다. 그 동안 정책 다이나믹스를 설명하는 다양한 이론 및 분석모형들이 제시되어 왔지만, 각기 상이한 개념들을 사용함에 따라 서로 유기적으로 연계되지 못하고 각 이론틀 내에서 파편화된 이론적 진화가 이루어졌다. 이와 같은 인식에 기반하여 최근 정책 다이나믹스의 분석을 위한 일반화된 틀로써 제도분석틀이 주목받고 있다. 제도분석틀이 정책 다이나믹스를 설명을 위한 일반화된 틀서 발전되기 위해서는 존재론, 인식론과 방법론에 대한 명확한 이론정립이 요구된다. 비판적 실재론은 사회과학 연구방법에 대한철학적 기반을 제공하고 있다는 점에서 제도분석틀에 대한 근본적 재검토를 할 수 있게 하는 토대가 된다. 본 연구의 분석 결과, 제도분석틀은 정책의 연속과 변화를 설명하기 위해 필요한 관련 구성요소들을 다양하게 포함하고 있어 정책다이나믹스 분석을 위한 일반화된 모형으로 활용될 수 있는 유용성을 갖고 있는 것으로 나타났다. 그럼에도 불구하고 제도분석틀은 존재론, 인식론, 방법론과 관련하여 일정한 한계가 있으며, 이와 같은 한계와 관련하여 비판적 실재론이 향후 이론적 진화에 포괄적 해답을 제공하고 있음을 알 수 있었다.

This study aims to examine the Institutional Analysis and Development (IAD) framework based on Critical Realism. There have been various theories and models for explaining policy dynamics. However, a fragmented development still has been shown within each framework. In order to explain policy dynamics more systematically and deeply, it is necessary to clarify assumptions on its ontology, epistemology and methodology. Critical Realism provides the philosophical background of social research. In this regard, it can be a criterion for evaluating the explanatory power of IAD. This research investigates IAD's applications and limitations for explaining policy dynamics. IAD is useful for the policy dynamics analysis because it includes many related composites. Nevertheless, it has some limitations on the issues of ontology, epistemology and methodology. This study suggests Critical Realism has complementary factors for the evolution of IAD.
