방범용 CCTV의 전국적인 확산 추세에도 불구하고 범죄예방효과에 대해서는 확실히 입증되지 않고 있다. 그럼에도 불구하고 기초자치단체에서는 열악한 재정 상황에서도 방범용 CCTV를 도입하는데 예산을 투자하고 있는 실정이다. 그렇다면 과연 기초자치단체의 방범용 CCTV의 도입이 진정으로 범죄예방을 위한 것인지, 아니면 정치인들의 재선을 위한 전략적 판단인지, 단지 지역적 확산 추세를 따르는 것인지 등의 정책 채택 원인을 알아볼 필요가 있다. 따라서 본 연구는 이러한 상황에 문제의식을 가지고 방범용 CCTV를 도입하는 원인을 정책 확산(Policy Diffusion)의 관점에 기초하여 분석하였다. 이를 위해 본 연구에서는 사건사분석(EHA)을 이용하였으며, 분석 기간 및 대상은 2002년부터 2008년까지 서울시 25개 기초자치단체이다. 분석결과를 요약하면, 방범용 CCTV 도입에 있어서 외부적 요인에서는 지역적 확산과 재정지원, 정치·행정적 요인에서는 재정자립도가 통계적으로 유의미한 영향을 준 것으로 나타났다.

Although CCTV has been widespread throughout the country, it has not been shown to successfully prevent crime. Yet local government still investing huge budget for adopting CCTV undaunted by financial difficulty. So we need to study that it is definitely local government to adopt CCTV whether for crime prevention, the strategic intention for the reelection of politicians, or just following a kind of trend according to regional spread. Therefore this study was analyzed to prove that the cause adopting CCTV with a critical mind about this situation based on the view of policy diffusion. For this purpose, this study used Event History Analysis and the analysis periods and subjects are each from 2002 to 2008, 25 Local Governments are located in Seoul. The results of this research are as follows. It was proven that regional diffusion and supporting finance in external factor, and financial independence rate in political and administrative factors had significant influence on adopting CCTV.
