본 논문은 유엔 평화유지활동의 현황과 추세 그리고 그 이면에 존재하는 첨예한 학문적 논쟁에 대하여 체계적으로 분석하여, 점증하는 한국의 국제 평화유지활동에 대한 정책적 함의를 도출하고자 한다. 유엔은 탈냉전 이후 평화유지활동의 양적 팽창과 더불어질적 도약을 위해 활발한 노력을 해왔고, 이는 평화유지활동이 분쟁당사국의 전후 안정화 작업과 경제 재건을 포괄하는 다차원적 임무나 평화강제 임무까지 발전해 온 것에서 단적으로 발견할 수 있다. 하지만 이를 둘러싼 이론적 논쟁은 유엔 평화유지활동의 본질에 대한 논의부터, 그 효과에 대한 평가, 그리고 대안에 대한 논의까지 다양하게 진행되어 왔다. 이러한 논쟁은 유엔 평화유지활동에 내재한 인도주의적 규범과 이에 참여하는 국가들의 전략적 이해사이의 긴장관계를 핵심적으로 반영한다. 따라서 한국은 이러한 현실과 논쟁에 대한 정확한 이해로부터 출발하여 외교 . 안보적 전략과 국제사회의 규범적 요구가 중첩되는 영역을 중심으로 국제 평화유지활동에의 참여 효과를 극대화 시키는 정책 개발이 필요하다.
This article systematically analyzes the current trend of United Nations peacekeeping operations (PKO) and related academic debates. From this analysis, it draws policy implications for South Korea that has participated increasingly in international peacekeeping operations. Since the end of the Cold War, the UN has dramatically expanded its peacekeeping efforts from simple observer missions to the multidimensional PKO and peace enforcement missions. Yet there have been intense theoretical debates on the nature of UN PKO, their effects, and alternatives. These debates essentially reflect the tension between international norms for humanitarian intervention in countries torn by deadly internal conflicts and strategic interests of foreign countries participating in UN PKO. Therefore, South Korea`s policy toward UN PKO should be based on a precise understanding of the tension between humanitarian norms and strategic interests and a balanced approach to maximize the effects of its participation in UN PKO.
