우리나라는 서울대학교 부속초등학교가 개교한 이래 약 100년 동안 국립대학 부설학교들이 설립되어 운영되고 있다. 이들 부설학교들의 취지는 공교육기관으로서의 역할이외에 양질의 교원양성과정에서 필요한 교육현장실습 및 연구학교, 실험학교의 기능을 수행하는 것이었다. 그러나 오늘날 교원양성기관의 대중화에 따른 교육실습의 역할이 각 급 학교들로 법제화된 시점에서 과연 국립대학 부설학교들이 계속적으로 교육실습 및 현장연구의 기능, 실험학교, 연구학교로서의 책무와 기능을 다하고 있는지에 대한 실효성 문제가 제기되고 있다. 이에 정부는 법령을 통하여 대학부설학교들을 시·도교육청 관할의 공립학교로 전환하고자 하였으나 그동안 차별화된 법적지위를 누리고 있었던 기존의 세력들로 인하여 반대에 부딪히고 있는 실정이다. 이에 이 연구는 오늘날의 국립대학 부설학교들의 책무와 기능에 대한 교육적 담론을 독일 부설학교의 기능과 역할에 대한 역사적 전개를 통하여 우리에게 줄 수 있는 시사점을 찾고자 한다. 독일에서는 역시우리와 마찬가지로 교원양성과정에서의 교육실습을 위해 대학부설학교가 교사세미나(Lehrerseminar), 시범학교(Versuchsschule), 실습학교(Ubungsschule)등의 형태로 운영되어왔다. 그러나 20세기에 들어서면서 독일에서 대학부설 학교의 기능은 이제 교육개혁의 차원에서 교육과 수업을 위한 새로운 대안을 제시하기 위한 실험학교의 형태로 나타나게 되었다. 대표적인 것이 빌레펠트대학 부설 라보어학교(Laborschule)이다. 배움과 가르침의 새로운 형식을 개발하기 위해 설립된 라보어학교의 기능과 역할은 오늘날 우리나라에서 교육적 쟁점으로 부상하고 있는 대학부설학교의 기능과 역할에 적지 않은 시사점을 가져다 줄 것이다.

The purpose of this study is to examine the historical foundations and roles of the schools attached to Teacher Education Institutes in Germany and to find the implications that will have in regard to changes in primary and secondary schools attached to National Universities in Korea. To do so, the study analyzes the origins, characteristics, roles and structures of the schools attached to Teacher Education Institutes in Germany. Teacher education programs in Germany have been developed through Lehrseminar, Versuchschule, and Uebungsschule. But they gradually advanced to university level institutes like Laborschule to engage knowledges(theories) and practices(methods). The roles and tasks of the schools attached to Teacher Education Institutes were developed and changed in accordance with the trends to enhance teacher education programs as well. Therefore, the history and characteristics of the schools attached to Teacher Education Institutes in Germany is the products of national strategies to nurture better professional teachers and develop better teaching and learning methods.
