지속성장발전이 가능한 사회통합을 위해 농촌개발의 패러다임은 지역 간 평준화 중심의 성장 패러다임에서 형평성에 기반을 둔 동반성장 패러다임으로 전환되고 있다. 교과부는 도시·농촌 간 교육격차 완화와 삶의 질 향상을 위해 교육복지사업의 일환으로 2009∼2011년까지 연중돌봄학교·전원학교사업을 통해 농산어촌학교의 교육복지를 지원하였다. 본 연구의 목적은 농촌의 어려운 교육환경 속에서도 성공적으로 농촌학교를 운영해나가는 우수사례를 분석하여, 좋은 농촌학교의 특성을 도출하고 발전방향을 제시하는데 있다. 연구방법은 연중돌봄학교·전원학교 우수교 9개를 선정하여 좋은 농촌학교를 만들어간 과정에 대하여 교원들과 반구조화된 면담을 통하여 자료를 수집한 후에 주제별로 문단을 나눈 후, 근거이론의 원칙에 기반하여 지속적으로 학교를 비교 분석하여 범주화하면서 내용을 분석하였다. 좋은 농촌학교는 폐교위기에 놓인 농촌학교의 발전 및 자생을 도모해보려는 교장의 리더십을 바탕으로, 가정의 역할을 대신하여 돌봄을 지원하고, 지역주민의 참여를 이끌어낼 수 있도록 지역사회의 특성에 기반을 둔 지역공동체성을 중시할 때 만들어지는 것으로 나타났다.

The rural development has begun with a standardized growth paradigm. Nowadays it has changed into a sustainable growth and development paradigm based on equity. The purpose of this study is to find the characteristics of an efficient rural school by means of case studies. To improve the devastating conditions in rural schools, the Ministry of Education, Science and Technology accomplished projects from 2009 till 2011. Educational welfare projects as the "Yonjungdolbom" and "Jeonwon" schools have been established. Therefore, teachers of nine schools have been interviewed during the process of achieving a good rural school. Based on the results of this study, conclusions related to the characteristics of rural education are as follows: First, the principal`s leadership has to be understood as a commitment. It is important to solve the crisis in a rural school. Second, the school has to assume the role of family. Third, a good rural school has to build the base for a self-determined regional community.
