아동빈곤에 대한 연구는 1990년대 이후 활발하게 이루어져 왔으며, 이에 따라 아동빈곤의 원인이 무엇인가에 대한 지식 축적이 많이 이루어져 있다. 그럼에도 불구하고 교차국가적 관점에서 어떤 요인들이 아동빈곤율에 어느 정도의 영향을 미치는가에 대한 일반화를 추구한 연구는 미진하다. 그 이유는 국가별 아동빈곤율 측정 시기가 서로 다르기 때문에 자료를 총합해서 경험적 연구를 수행하기가 어렵기 때문이다. 본 연구에서는 이러한 문제를 각 5년 단위의 산술 평균자료로 환산하여 총합된 자료로 구성하여 분석한다. 또한, 기존 연구들은 아동빈곤율에 미치는 영향 요인들을 추적할 때 직접적인 효과만을 고려했는데, 사실 이들 요인들은 복합적인 인과관계를 통해 아동빈곤율에 영향을 미친다. 따라서 이러한 점을 고려하여 순차경로모형을 이용하여 어떤 요인들이 어떤 경로를 통해 어느 정도의 영향을 미치는지에 대해 고찰한다. 한편, 기존 연구들은 단순히 아동복지지 출규모가 아동빈곤율 감소에 어느 정도의 영향을 미치는가에 분석의 초점을 맞춘 반면, 본 연구에서는 아동복지지출규모를 현금급여와 현물급여로 나누어 어떤 급여의 종류가 아동빈곤율에 영향을 더 미치는가에 대해 살펴보았다. 1986-2005년 기간 동안의 18개 국가를 대상으로 한 분석 결과, 중앙정부의 이데올로기적 특성 및 아동인구비율 등은 아동빈곤율에 영향을 거의 미치지 못한 반면, 여성의 의회 진출 비율이 아동빈곤율 감소에 가장 큰 영향을 미침을 발견하였다. 특히, 여성의 의회진출 비율은 현금급여가 아닌 현물급여 증가에 영향을 미쳤다. 한편, 현금급여가 현물급여보다는 아동빈곤율 감소에 더 큰 영향을 미치지만, 현물급여 역시 그에 못지않은 중요한 요인임을 발견하였다.
The objective of the research is what factors influence the child poverty rate. The existing literature concerning the child poverty in general uses Luxemburg Income Study(LIS) data set or OECD data set to solve its research problems. These data sets, however, have not been collected at regular time intervals. Moreover, the child poverty rates in all countries investigated have not been always measured in the same year. These characteristics of these data sets make some limits of using various statistical tools and most of studies analyzed causes of the child poverty rate with a cross-tabulation technique although these data set have been collected since 1960s. That is, we can not generalize the determinants of child poverty rate with a raw data set. To overcome this problem the research modifies LIS data set. It is accomplished through a way that creates an average of children poverty rates at five year interval. Independent variables also are adjusted with the same way. The modified data can be used for various statistical techniques. The research analyzes the created data with a path model to observe the complex causal relationships among several factors which impact the child poverty rate. The scope of this study is 18 OECD countries in the period of from 1986 to 2005. The time points are four: 1986-1990, 1991-1995, 1996-2000, 2001-2005. The findings of the research are as the following. First, cash benefits is more effective than in-kinds benefits to reduce the child poverty rate. Second, countries with little difference between cash and in-kinds benefits, however, get lower child poverty rate than otherwise. Third, the percentage of women in parliaments is most effective to reduce the child poverty rate than other variables. Forth, government’s ideological characteristic has little impact on the child poverty rate.
