본 연구의 목적은 개방형이사제를 둘러싼 사립학교정책조직간 영향력 수준에 따른 유형이 정책오차에 어떠한 영향을 미치는가를 조명하는데 있다. 분석결과, 개방형이사제는 정책결정과정에서 결정일치, 정책집행과정에서는 집행오차, 그리고 과정 간 오차가 나타나는 집행오차형을 보였다. 한편, 이에 영향을 미치는 정책조직간 영향력 유형을 조명한 결과, 정책결정과정에 있어서 정책결정조직은 높은 수준을 나타낸 반면, 정책대상조직은 낮은 수준을 보이는 M-3형으로 분석됐고, 정책집행과정에서 정책집행조직은 낮은 수준을 보인 반면, 정책대상조직은 높은 수준을 보이는 I-2형으로 분석됐다. 이를 근거로 정책오차에 미치는 영향요인을 살펴본 결과, M-3형은 결정일치, 과정 간 오차, 집행오차 모두에 영향을 주었으며, 특히 결정일치에 가장 큰 영향을 미쳤다. 그리고 I-2형은 과정 간오차, 집행오차에 영향을 주었으며, 특히 과정 간 오차에 가장 큰 영향을 미친 것으로 분석됐다. 이러한 과정을 통해 일정부분 시사점도 도출되었는데, 정책오차는 필연적이라는 것이고, 정책대상조직의 영향력이 높아졌다는 것이며, 상호작용의 환경변화에 따라 이해 당사자 간 관계 역시 어렵지 않게 변화가 올 수 있다는 점 등이 그것이다.

The purpose of this study is to find factors of policy error in the private school policy surrounding the recommended director system. According to the analysis, the policy error of recommended director system appears with implementation error type of decision correspondence, implementation error, process interval error. And influence type of policy making process surrounding recommended director system appears with M-3 type, and policy implementation process appears with I-2 type. This types have an effect on the policy error of recommended director system. Analysis result, the M-3 type have an effect on decision correspondence, implementation error, and process interval error, and the I-2 type have an effect on implementation error, process interval error. Meanwhile, implications of this study are the inevitable policy error, high level influence of policy target organization in the pluralism, and relation change of stakeholder by the environmental change of interaction, etc.
