본 연구는 상대적으로 정책과정 내에서 관심이 적은 정책종결과 관련된 논의를 중심으로 유사한 내용의 정책 또는 사업이 큰 변화 없이 지속되는 정책현상을 설명하고자 시도하였다. 기존의 연구에서는 특정 정책이나 사업이 실패라고 규정되었음에도 불구하고 일정한 시간이 흐른 후 동일한 내용으로 추진되거나, 유사한 성격의 정책 또는 사업이 그대로 존속되는 현상을 주로 정책의 정치적인 특성과 관련하여 설명하였다. 본 연구는 이러한 정책 내의 정치적인 영향과 더불어 정책도구의 성격과 정책 환경에 적응하는 조직의 관점에서 이러한 정책부활과 정책존속의 원인에 대하여 설명하였다. 여행바우처 사업과 취업 후 상환학자금 사업을 대상으로 분석을 시도하였는데, 분석결과 두 사업 모두 유사한 정책의 부활과 존속과정에서 정책도구의 경로의존성과 정책의 불확실성이 일정부분 영향을 미쳤던 것을 확인할 수 있었다. 특히 정책도구가 가지는 제도적, 정치적 맥락과 경로의존성 등은 정책집행단계에서 합리적인 선택보다는 정책결정시 이미 정책도구가 결정됨에 따라 유사한 정책도구가 반복되어 선택될 가능성이 높은 것으로 나타났다. 또한 정책 환경과 관련하여 가시적인 성과에 대한 외부의 요구와 불확실성에 대한 조직학습에서 유리한 점을 고려하여 유사한 정책이 선호되는 것을 알 수 있었다. 이러한 분석결과의 시사점은 정책의 실제적 운영과정에서 정책학습과 조직학습은 역설적인 관계에 있을 수 있다는 점이다. 정책학습은 정책의 성공적인 집행 및 운영과 관련되나, 조직학습은 조직의 생존 또는 사업의 존속에 주로 관심을 가지기 때문에 이러한 서로 다른 두 가지 관점이 정책집행에 영향을 미치는 경우에 대하여 고려하여야 한다.

The study explores the reasons of policy termination and revival in ‘failed’ public programs. Many policy studies mainly focused the impacts of political decision-making to policy termination process, this study identifies themes in the theoretical patterns of policy instrument choices and learning process in the organizations. Using the cases of tour voucher and students loan, this study tried to show the behind reasons of policy instruments selection and the policy revivals in the contexts of ‘failed’ public programs. The general finding is that differing paths to policy instruments selection occur, nonetheless, to similar patterns in implementations, terminations and revivals. The analyses show that conceptual similarities in policy learning and organizational learning process contradicts in implementation process and instrumental choices in organizations. We offer substantive recommendations about the logic behind policy termination and revival that can be critical to effective policy implemetation.
