이 연구는 사회적 돌봄정책의 결정에 영향을 미치는 요인들에 대한 서울시 공무원들의 인식조사를 통하여 결정요인의 타당성을 검증해 보았다. 검증결과에 의하면, 서울시 공직자들은 현재의 사회적 돌봄정책의 지출이 미흡하다고 인식하는 것으로 나타났다. 그러나금액의 부족에도 불구하고 정책의 우선순위에 있어서는 긍정적으로 인식하고 있었다. 이는사회적 돌봄정책이 긍정적으로 성장하였을 뿐만 아니라, 향후에도 중요한 정책분야가 될것임을 시사하고 있다. 또한 정책결정요인에 대한 인식조사에서는 시민사회요인과 인구사회요인이 중요하게 나타나고 있어, 수요측면에 대한 정책적 관심이 요구된다. 한편, 지방정부 공무원들은 정부의 정책적 방향이나 지방정부의 재정능력이 중요하다고 인식하고 있어, 정책수요와 정책공급에 대한 인지부조화 현상이 발생할 가능성을 확인할 수 있다.

This study examines the determinants of the social care spending through a perception survey to the employees of the Seoul metropolitan government. The research result shows that the current spending level is perceived to be inadequate. However, the perception on the policy priority given to the social care spending is relatively positive and high. The positivity given to the social care policy in terms of the policy priority would help that the future direction of the social care would be bright and be taken more into the main policy consideration. The test of the determinants, on the other hand, reveals the importance of the civil and population factors to determine how big social care spending is. Furthermore, the study also finds that the pattern of the cognitive dissonance may exist in the perception between the direction of the social care policy and the financial condition of the local government.
