욕설언어현상을 ``언어문화의 문제``로 보고 개선하려는 것은 미래지향적이고 바람직하다. 과거처럼 불량 언어를 단순히 규범으로 통제하고 교정하던 방식으로는, 현대사회의 언어 문제들을 효과적으로 감당할 수 없다. 청소년이 사용하는 불량언어는 다음의 특성을 갖는다. 1) 또래집단내의 은어 사용이 증가한다. 2) 인터넷 댓 글을 통해서 욕설언어가 매개되고 확장된다. 3) 문어 활동이 줄어들면 불량언어가 생활 속에 많이 들어온다. 4) 영화 매체가 청소년 불량 언어에 영향을 주었다. 5) 공식적 소통에서 소외될수록 불량 언어에 노출된다. 욕설언어문화를 개선하려면 학생들에게는 심리적 처방, 사회적 처방, 그리고 문화적 처방 등이 함께 적용되어야 한다. 심리적 처방은 ``욕설하는 자아``를 동기나 과정 면에서 이해하는 데 중점을 두는 처방이고, 사회적인 처방은 ``욕설행위``가 사회생활에 어떤 어려움과 문제를 만들어내는지를 인식시키는 데 중점을 두는 처방이다. 문화적 처방은 욕설행위를 일종의 잘못된 문화현상으로 보고, 그 문화를 비판하고 대안문화를 실천하도록 지도해야 한다. 욕설언어문화 개선을 위해, 욕설현상 관련 각종 지표들이 개인차원사회 차원에서 개발되고 적용되어 일반화 할 필요가 있다. 예컨대 ``국민욕설지수``나 ``욕설태도지표`` 등을 만들어 통용해야 한다. 교육 차원에서는 보다 전문화된 욕설언어예방프로그램들이 학교와 사회 양 영역에서 운용되어야 한다. 이를 지도하는 교사나 소프트웨어에 상당한 전문성과 기술이 함께 갖추어지도록 노력해야 한다.

It is future-oriented and advisable to view the abusive language phenomenon as ``an issue of language culture`` and improve it. With an existing method which tried to control and revise abusive language with mere standards in the past, language problems in the contemporary society cannot be dealt with effective. Abusive language which teenagers use has the following characteristics. 1) The use of slang by peer groups increases. 2) Abusive language is passed on and spread through the replies on the Internet. 3) As literary activities decrease, abusive language seeps into our life. 4) The film media has affected abusive language of teenagers. 5) As they become isolated from formal communication, they become more exposed to abusive language. In order to improve the culture of abusive language, psychological, social and cultural measures must be applied in conjunction to the students. A psychological measure focuses on understanding ``the self that uses abusive language`` from the aspects of intention and process. A social measure focuses on making one recognize what problems and issues the ``swearing behaviors`` cause in social life. A cultural measure views searing behaviors as a erroneous cultural phenomenon and focuses on instructing people to criticize such culture and carry out the alternative culture. Various indicators related to swearing behaviors should be developed on the individual and society levels and applied generally to improve a culture.
