초등학교에서의 토론 교육 방법을 학년 단계적 관점에서 탐구하여 보았다. 첫째, 인지 발달 과정, 교육과정, 교과서를 종합적으로 고찰해본 결과 초등학교 2학년부터 약한 수준의 토론적 사고가 가능하며, 2~5학년에서는 상대방을 배려한 토론까지 가능하고, 5~6학년에서는 구체적인 근거 자료에 바탕을 둔 토론까지 가능하다. 둘째, 초등학교에서는 1~3학년에서 ``토론 기초 다지기``, 4~5학년에서 ``토론 기본 닦기``, 5~6학년에서 ``형식적 토론하기`` 활동을 할 수 있겠다. ``토론 기초 다지기`` 활동은 ``다양한 까닭 찾기``, ``잘못된 까닭 말하기`` 등의 활동과 유사 토론을 활용할 수 있고, 4~5학년에서는 ``의견 비교하기`` 활동과 ``토론하기`` 활동 등을 할 수 있겠다. 마지막으로 5~6학년에서는 ``형식적 토론하기`` 활동을 할 수 있다. 우리나라 사회가 좀더 발전적인 사회로 나아가기 위해서는 합리적인 사고에 바탕을 둔 사고를 할 필요가 크게 제기되는데, 이러한 사고 구조를 형성하기 위해서는 반드시 토론 교육이 이루어져 초등학교 때부터 합리적인 사고를 할 수 있도록 해야 할 것이다.
