이 글은 민주주의를 민중이 정치적 힘을 가지는 정치 형태로 놓고 그 외적 조건과 근거를 궁구한다. 민주주의를 둘러싼 오늘날의 논의 가운데 중요한 부분은 민중과 힘의 결합 근거의 문제를 바탕으로 해서 이해될 수 있다고 보는 까닭이다. 자치의 이념은 민주주의의 전통과 정신에서 핵심적인 것이지만, 무근거의 자치를 주장하는 것은 자칫 유토피아적 구호에 그칠 위험이 있다. 랑시에르와 고병권의 민주주의론은 기존의 정치 질서를 넘어서는 자치를 옹호하지만, 이처럼 힘과 근거의 문제를 경시한다는 한계를 가진다. 다른 한편, 형식적 권리와 절차를 중시하는 자유주의도 정치적 힘의 근거 문제를 도외시할 경우 오히려 불균등한 힘의 배분을 통해 민중을 무력화하는 방식으로 작용할 수 있다. 포스트-민주주의의 문제의식은 대의 민주주의의 형식이 유지됨에도 불구하고 이렇게 민중이 정치적 힘에서 멀어지는 현실에서 비롯한다. 이 논문은 민중과 힘의 결합 가능성을 정치 영역 내부에서만 찾을 수 없다고 보고 오늘날의 자본주의 경제 현실과 관련된 경제민주주의의 요구에 주목한다.

The main purpose of this paper is to investigate the conditions of democracy in which people (demos) have the power (kratia). What is the source of power people could have is the key point to understand some philosophical discourses on democracy, especially, on the issues of ``post-democracy`` and new forms of democracy. Is the status of people as consumers or voters sufficient for the political power? The liberalist position which insists on the individual rights and procedural process tends to ignore the substantial inequality of the economic influences, while the utopian position which focuses on self-rule of people without any ``arche`` is apt to neglect the real conditions of representation. Through the critique of both sides, this paper proposes that we should consider the demands for democracy from the view point open to the outside of political area. Such a perspective would make it possible to accept the flexibility and uncertainty of democracy.
