이 글은 ``시민적 진보``라는 새로운 진보 개념을 모색하면서 그 주체인 ``시민`` 개념을 새롭게 규명해 보려는 한 시도다. 시민이라는 개념은 악명 높게 혼란스럽다. 자유주의적인 ``부르주아지``로서의 시민 개념이 일차적으로 시장적 자유의 보호와 그 이해관계의 정치적 실현이라는 과제에 초점을 맞추고 있다면, 공화주의적인 ``씨토와이엥(citoyen)``으로서의 시민 개념은 적극적인 정치적 참여 그 자체를 좋은 삶의 참된 지표로 인식하는 ``시민적 덕(성)(civic virtue)``을 강조한다. 시민적 진보의 이상은 일차적으로 바로 이러한 시토와이엥으로서의 시민 개념과 맞닿아 있다. 그러나 이 시민 개념은 시민적 덕성을 강조하면서 시민적 삶을 과잉 정치화하고 시민적 주체성을 지나치게 도덕화된 틀 속에서 바라봄으로써 현대 사회, 특히 한국 사회에서 실질적인 민주주의의 주체 문제를 이해하고 그 바람직한 발전 방향을 제시하는 데 충분히 적절한 기반이 될 수 있을 것처럼 보이지 않는다. 이 글은 존 듀이가 발전시켰던 ``공중(The Public)`` 개념을 실마리 삼아 새로운 시민개념을 발전시켜보고자 한다. 듀이는 사회적 행위가 미치는 간접적인 결과들이 지니는 공공적 의미에 대한 인식을 매개로 공중의 형성과 민주주의의 가능 조건을 탐색했다. 이 글은 듀이의 이 공중 개념을 실마리 삼아 자유주의적 협소화나 공화주의적 과잉 도덕화 모두를 넘어설 수 있는 새로운 시민개념을 모색한다. 초점은 공중이 지닌 시민성을 정치적 참여에 대한 도덕적 요청과 그 당위적 가치 그 자체보다는 공적 사안에 대한 인지와 관심에 닻을 내리고 ``민주적 공론장``에서의 소통을 통해 상호주체적으로 형성되는 것으로 이해하자는 데 있다.
This article is an attempt to explore the concept of ``citizen`` as the ``subject`` of ``Civic Progress`` which I want to substitute the old, even ``conservative`` concept of the political progress of the Korean Left. The concept of citizen is notorious in its ambiguity. Whereas in liberalism it denotes ``bourgeoisie`` who endeavor in its first place the protection of market freedom and its political realization, in republicanism it means ``citoyen`` for whom the ``civic virtue`` of active political participation has the greatest weight. The ideal of Civic Progress touches on this republican tradition, But this republican concept seems to be not free from the danger of over-politicalization of the civic life and frozen in the frame which over-emphasizes the morality of the citizen, This paper want to attempt to elaborate a new concept of citizen on the basis of the Deweyian concept of ``The Public``. In the concept of J. Dewey the keystone for the formation of the public, which is in itself the most important condition for the democracy in modern society, is in the recognition of the public meaning which indirect results of social action of ordinary citizen`s have. I see in this Deweyan concept the clue for overcoming both the shallowness of the liberal ``citizen`` concept and the over-seriousness of the republican one. Its focus lies in the attempt to understand the formation of public citizen not in the moralized perspective of political participation, but in the intersubjective process of communication between citizens in the ``democratic public sphere`` who recognize the public consequences of social actons and take an interest in them.
