본 연구는 우리의 정부조직개편을 지배하고 있는 논리와 수사가 무엇인지를 해석해보는 작업이다. 해석을 위한 방법론으로서 텍스트 분석과 기호학적 모형을 적용하고 있다. 연구에 투입된 재료는 선행연구문헌, 정부부처의 내부자료, 관련자들(교수, 연구원, 공무원, 기자)과의 토론과 대화로부터 획득된 구두자료 등이다. 우리의 정부조직개편 텍스트를 읽어본 결과, 능률의 기표가 일차적인 기의를 상실한 체, 이차기호의 수준에서 현실정치와 이원대립구도로 표상되고 있다. 본 연구에서는 행정능률(긍정) 대 현실정치(부정)의 이원대립관계를 해체하여, 제3의 가능대안으로서 문화통합논리를 제안하고 있다.

This study attempts to interpret the dominant logic and rhetoric in governmental reorganization by using text analysis and a semiotic model as methodology. The study materials for analysis and interpretation include; previous studies (literatures), governmental documents, and verbal data obtained from conversations and discussions with those concerned, i.e. professors, researchers, government officials, and journalists. After reading the text of Korean Governmental Reorganization, the following conclusions were made: The signifier of efficiency lost its primary signified and represents the binary opposites to the signifier of realpolitik at the level of the secondary sign. In the end, this study deconstructs the dualism of efficiency (positive) and realpolitik (negative) and finally suggests the logic of cultural integration as a third possibility for governmental reorganization.
