본 연구는 사회연결망분석(SNA: Social Network Analysis)을 활용하여 18대 상임위원회의 지역 및 의정경험의 중심역할을 담당할 수 있는 위원회를 확인하였다. 본 연구는 상임위원회의 속성에 따라서 지역 및 의정경험이 잘 반영되었는지에 대한 확인을 통해, 만약 상임위원회가 바람직한 분포 및 균형을 이루고 있지 못하다면, 이를 통해 제도적 보완이 요청되는 시사점을 도출할 수 있다는 점에 그 의의가 있다. 본 논문에서 확인할 수 있었던 주요 연구결과는 다음과 같다. 첫째, 국민의 삶과 관련된 사안을 다루는 상임위원회들은 다양한 지역을 포함하지만, 영향력 있는 지역과는 관계를 보이고 있지 않음으로써 지역을 대변하는 의사결정에 있어서 비교적 소외가능성이 내포되어 있었다. 둘째, 전문지식을 요하는 상임위원회들은 중심성 수치가 높은 지역들이 집중되어있는 것으로 나타났다. 이는 지역적 차원에서 큰 영향력을 발휘할 필요가 없는 상임위원회들에 과집중 되어있는 것이다. 따라서 이에 대한 제도적 보완이 고려될 필요가 있었다. 마지막으로, 정치적 역량을 요하는 상임위원회들은 전체 적으로 중심성 수준이 확보되었다.

This study was analyzed to confirm committee that plays a crucial role in region and legislative experience of the standing committees in the 18th national congress. For this purpose, this study used Social Network Analysis. The results of this research are as follows. first, Although committees that handle the issues involved the people`s life include various region, they can be out of the loop, isolated in decision-making for the region because they are less relevant to influential region. Second, committees that need expert knowledge confirm to be concentrated in region of high level of centrality. That is to say, this is largely concentrated in committees that need not do exert high influence in region dimension. Finally, committees that need political capability secure centrality level in totality.
