본 연구는 현재 시행되고 있는 노인 지하철 무임승차제도의 시행과정과 이에 따라 발생한 재정적자의 문제점을 개괄하고 지하철 무임승차제도의 주체가 되는 노인들의 개인적 특성과 지하철 이용 특성 간의 연관성 및 노인들의 이 제도에 대한 인식을 분석하여 장기적인 차원에서 노인 지하철 무임승차제도를 개선할 수 있는 방안을 제시하였다. 분석 결과 조사 대상 노인들이 도보를 제외하고 가장 많이 이용하는 교통수단으로는 지하철을 압도적으로 선호하고 있으며 이들이 지하철을 이용하는 가장 중요한 이유로는 현재 시행 중인 노인 무임승차제도에 기인한 것으로 나타나고 있다. 노인들이 지하철을 이용하여 수행하는 여러 가지 활동 중 가장 중요한 활동은 친교인 것으로 나타나고 있으며 노인들의 실제적인 지하철 이용정도는 성별, 소득, 건강정도, 거주지역, 이용시설 등 이들의 지하철 이용과 관련된 개인적 특성과 관련이 있다. 대부분의 노인들은 현재 시행 중인 노인 지하철 무임승차제도의 폐지에 대하여 매우 부정적인 견해를 가지고 있으며 폐지되는 경우 노인들이 생각하는 적정 요금의 수준은 일반인들에게 적용되는 요금의 절반 이하의 수준이다. 기존의 제도를 개선할 수 있는 시행 가능한 대안으로는 현재 시행 중인 제도를 한시적으로 유지하고 그 한시적 시기 내에 발생하는 재정적자 문제는 중앙정부가 전담하거나 중앙정부와 지방자치단체가 분담하고 그 이후에 제도 개선을 위한 협의를 하는 방안을 제시하였다.

This paper overviews the implementation process of current concessionary subway fare system for older people, analyzes the travel patterns of the elderly who are using the subway systems, and proposes an alternative to improve the current fare system centered on the actual users. The older people use the subway systems most frequently in comparison with other transportation mode with a considerable difference, and the most important reason for using the subway is the current free fare system for the elderly. The most important activities for the elderly by subway trip are leisure and social interactions and actual frequencies of subway use are various among the elderly depending on gender, income, health level, residential district and leisure places. Most of the older people have very negative perspectives toward the abolition of the current free fare system for the elderly. The acceptable fare level for the elderly in case of the abolition of the fare system is less than half of the ordinary fare. It is proposed as a reasonable alternative to improve the fare system that the current system should be kept some period and during the time the financial burdens due to the free fare system for the elderly should be imposed on central government only or divided between central government and local governments.
