과거 신도시 위주로 추진되었던 U-City 구축은 건설경기침체와 도시재생으로의 국가 정책 변화 등으로 인해 2010년 이후 사업이 위축되었다. 이러한 위기 상황을 타개하기 위하여 기존 도시형 U-City에 대한 정책적인 시도는 있어왔으나 현재까지 기존 도시에 U-City를 접목하기 위한 연구는 부족했다. 이에 본 연구는 U-City의 정착과 확산을 위해 지역특성을 고려한 기존 도시형 U-City 유형 분류방안을 마련하고 그에 따른 U-City 적용방안을 마련하고자 한다. 이를 위해 기존 구도심 개발 사업의 특성과 기존 도시형 U-City 관련 법제도를 검토하고, 전국 161개 지자체 공무원을 대상으로 설문조사를 실시하였다. 이를 바탕으로 기존 도시형 U-City를 도시기능활성화형, U-서비스제공 및 도시관리형, 기반시설 확충형, 도시재생형 네 가지로 구분하고, 유형별 대표 지자체의 담당 공무원과 면담을 실시하여 사업 추진상의 개선 방안을 모색하였다.

The market of Ubiquitous City constructions targeting on new towns has been shrunken since 2010 because of depressed construction market and changing urban policy paradigm to urban regeneration. There is only a few studies about ubiquitous city constructions targeting on old towns even though there have been several policies to overcome the ubiquitous construction market crisis. The objective of this research is to suggest classification ways and application strategies of Ubiquitous City targeting old cities based on regional characteristics for firmly establishment and expansion of Ubiquitous Cities. To achieve this goal, this research examined characteristics of current old town development projects and laws applied to ubiquitous cities targeting old towns. This research also performed a survey including 161 local government officers. Based on examinations and survey results, this research classified types of ubiquitous cities targeting old towns into urban function revitalization type, U-Service provision and urban management type, urban infrastructure expansion type, and urban regeneration type. This research also performed deep interviews with four local government officers in cities representing each type and finally suggested improvement ways for ubiquitous city construction projects.
