국제포경위원회(IWC)의 모라토리엄(상업포경 일시정지)결의 이후 포경의 재개 및 과학조사포경문제가 논란이 되고 있는 상황이다. 본 연구는, 고래자원의 효율적·과학적 관리를 위한 포경산업, 역사적으로 생성된 고래문화유산, 이를 접목한 고래관광산업을 포함한 고래산업정책의 현황과 과제를 분석하고 미래 고래산업의 활성화를 위한 새로운 비전을 제시하는데 연구목적이 있다. 관련 문헌조사와 인터뷰를 통하여 세 가지 영역(제도적, 기능적, 환경적)으로 설계한 연구분석틀을 바탕으로 설문조사를 실시하여, 각 영역별로 고래산업의 현황과 문제점을 도출하고 발전방안 및 정책제안을 시도하였다. 향후 정부는, 특히 지리적, 역사적, 문화적으로 대표적 고래도시인 울산광역시 남구를 중심으로, 고래 산업 육성제도의 정비, 시설개선과 과감한 투자, 새로운 프로그램의 개발, 문화관광 인프라 구축 등을 통하여, 포경산업에서부터 고래관광산업을 발전시키고 고래문화산업으로 그 영역을 확대하기 위한 정책을 적극적으로 추진해야 할 것이다. 본 연구는 시간적· 경제적 제약으로 인한 연구결과의 일반화 한계에도 불구하고, 고래산업 영역을 포경산업, 고래관광산업, 그리고 고래문화산업으로 구분·확장하여 분석을 시도함으로써 향후 고래산업정책의 방향성 제시를 위한 연구발전에 기초자료로 활용될 수 있을 것으로 기대한다.

After the IWC Moratorium, there are arguments about the scientific research of the whale and how we should proceed with the future management and development of the whaling industry. The purpose of this study is to examine the current situation and problems of whaling industry with a case study of the Ulsan Metropolitan City, which includes effective whaling industry, the historically created aspects of its cultural heritage, and whale tourism industry, and to propose future agendas for activating whaling industry. It conducted a survey with the theoretical framework of whaling industrial policy which contains three aspects of the institutional, functional, and environmental approach. This study concludes that the central government as well as the local ones has to drive active whaling industrial policy focusing on the restruction of the fostering system, investment in facility improvement, developing new programs, and the infrastructure of culture & tourism of the whaling industry.
