이 글은 노인의 빈곤문제를 해결하기 위한 노인일자리사업이 실제로 어떠한 정책효과를 산출하고 있는지에 대해 평가하고자 하였다. 그래서 일자리사업참여가 노인가구의 소득과 소비에 미치는 영향 정도를, 사회복지패널자료를 사용하고 계량경제학과 통계적 정책평가 방법들을 각각 적용하여 측정하였다. 그 결과 정부의 발표와 선행연구들의 결과와는 달리 노인일자리사업은 노인가구의 근로소득, 가처분소득, 그리고 소비지출에 긍정적 영향을 주지 못하고 있는 것으로 조사되었다. 그래서 이 연구는 사업의 정책비전 및 목표 재설정, 사업지표 등의 평가방법개선, 그리고 적극적인 사업지원이라는 정책대안을 제시하였다.
The purpose of this study is to evaluate how the elderly job creation policy has been affected the elderly household finance. For this purpose, this article adopted econometric and statistical methods to assess the policy impact, and used panel data of social welfare research. As a result of this study, we found that the government program did not accomplish the objective to solve the elderly poverty. In the conclusion, this article suggests that government should improve the program design for the policy vision reestablishment, relevant program evaluation, and active support.
