많은 교사들은 학생 평가에 대한 실제적인 연수나 교육을 받지 못한 상태에서 평가 상황에 직면하고 있기 때문에 실제 현장 직무에 임해서는 여러 가지 어려움을 겪는다. 이런 관계로 여러 문헌에서는 평가 문항 분석을 통하여 교사들의 평가 전문성 제고의 필요성이 있음을 지적하고 있고, 평가 전문성 신장을 위한 강좌나 연수 과정 개설을 주장하고 있다. 한편으로는 다양한 형태의 질 높은 문항을 제공함으로써 교사들의 평가 전문성 신장을 유도하기도 하였다. 그럼에도 불구하고 각종 연수 자료들을 접하는 교사들은 전무성 신장에 대한 실제적인 자극을 받지 못하고 있으며 이를 도울 수 있는 학술적인 논의도 활발하지 않는 것이 현실이다. 이런 점에 착안하여, 본고에서는 다음과 같은 연구 문제를 설정하였다. 첫째, 국어과 평가 전문가는 어떤 과정을 거쳐서 문항을 개발하는가? 둘째, 국어과 평가 전문가는 평가 문항 개발 과정에서 어떤 특징들을 보이는가? 이를 알아보기 위하여 본고에서는 경기도교육청의 ``논술형 평가 예시 자료집``의 국어과 평가 문항을 개발하는 과정을 실제적으로 살펴보았다. 본 연구자도 자료집의 개발위원으로 참여하여 평가 전문가들이 문항을 개발하는 과정을 녹취하고, 협의 단계별 문항을 확보하였다. 또한 최초 문항 개발을 위하여 교사 개인 차원에서 수행한 아이디어 산출 과정을 이메일을 통하여 제공받았다. 이와 같은 자료들을 종합적으로 분석한 결과, 다음과 같은 결론을 내릴 수 있었다. 첫째, 국어과 평가 전문가는 평가 용소에 맞는 지문을 선정하기 위하여 평가 요소, 지문의 성격, 문항 구성의 용이성 등을 종합적으로 판단하여 자료를 탐색하였다. 둘째, 국어과 평가 전문가는 평가 요소 측정에 가장 적절한 발문을 구안하기 위하여 문항의 의도, 문장의 정합성, 학생의 반응 등을 종합적으로 고려하였다. 셋째, 국어과 평가 전문가는 문항의 불완전성을 전제하고 있었으며, 이를 보완하기 위한 지속적인 협의에 익숙하였다. 본고에서 논의한 국어과 평가 전문가의 모습은, 현직 교사나 예비 교사가 자신의 평가 전문성을 신장시킬 수 있는 하나의 유용한 자료가 될 수 있을 것이다. 또한 본 논의를 바탕으로 국어과 평가 전문성에 대한 실제적이고 심도 있는 논의가 이어질 수 있기를 바란다.

A great number of teachers have difficulties in evaluating students due to the lack of practical training or education. Reflecting the circumstances, a lot of related literature pints out that the teachers` evaluation professionalism should be reconsidered and insists that the training courses aimed at the increase of teachers` evaluation professionalism should be reconsidered and insists that the training courses aimed at the increase of teachers` evaluation professionalism should be available. Meanwhile, the education services have induced the increase of teachers` evaluation professionalism by providing teachers with a variety of high quality questions. Also, academic discussions which can aid the teachers` professionalism are not quite vitalized. Perceiving the problems, this article set up the following research questions. First, what procedures do the evaluation experts of the Korean language education pass through to develop items? Second, what distinct features do the evaluation experts of the Korean language education exhibit during the process of developing evaluation items, To answer these questions. This article practically examined the process of developing the evaluation items of the Korean language education in the ``Example Sourcebook of Essay-type Test`` published by the Gyeonggi Provincial Office of Education. While taking part in publishing the sourcebook as one of the developing members, I recorded the process where the evaluations experts developed items and I secured the questions of each discussion phase. Also, I acquired the process of how individual teacher comes up with the ideas for initial items development via email. Comprehensively analyzing the data, I came to the following conclusions. First, the evaluation experts of the Korean language education conducted strategic research to select text fit for the evaluation factors. Second, the evaluation experts of the Korean language education questingly devised proper items to assess the evaluation factors. Third, the evaluation experts of the Korean language education were well aware that the items could be imperfect, so they were accustomed to continuous discussions to make up for the imperfection of items. The attitude of the evaluation experts of the Korean language education that this article discussed can be useful data for voth in-service teachers and preservice teachers when they want to increase their evaluation professionalism. Also, I hope that this article will lead to the practical and in-depth discussions about the evaluation professionalism of the Korean language education.
