국립대 교수의 호봉제는 오래 전부터 시행되어 왔다. 국립대 교수의 호봉제는 공무원으로서 계급적 지위를 가늠하는 척도다. 국립대 교수에게 적용되는 성과연봉제에서도 호봉제는 매우 중요하다. 호봉제는 신임교수의 기준연봉과 성과연봉제의 재원 마련의 근거로 이용되기 때문이다. 국립대 교수의 호봉제는 사립대 교수의 보수 수준에 영향을 미치는 척도로 활용되기도 한다. 국립대 교수의 호봉제는 우수한 학문후속세대의 보이지 않는 강력한 유인력의 동기 부여가 되며, 나아가 국가의 지식경쟁력을 고양하는 우수한 인력 양성의 기반이 될 수있다. 따라서 국립대 교수의 호봉급 수준을 명확히 규명할 필요성이 제기된다. 국립대 교수와 각급 공무원의 호봉급의 비교는 객관적 타당성을 제공하고, 공무원으로서 국립대 교수의 계급적 지위를 명확하게 보여준다. 이러한 비교 분석 결과는 다음과 같다. 첫째, 국립대 교수는 16호봉까지는 일반직공무원 6급? 4등급의 대우를, 25호봉은 5급? 4등급의 대우를, 28호봉은 4급? 6등급의 대우를, 최고호봉인 33호봉이 되어야 3급 상당의 대우를 받는다. 전체 평균 호봉급은 6급? 4등급∼5급? 4등급에 불과하다. 둘째, 국립대 교수와 초? 중등교원과 전체 평균 호봉급을 비교하면, 약 40만원의 차이 밖에 나지 않는다. 국립대 교수의 불리한 호봉산정체계를 감안하면 거의 차이가 없다고 할 수 있다. 셋째, 연구직과 지도직공무원과 비교하면, 국립대 교수의 호봉급은 상당히 낮은 수준이었다. 전체적으로 국립대 교수의 호봉제는 ‘상박하박’의 특징으로 나타났다. 호봉급 수준으로 보면, 공무원으로서 국립대 교수의 계급적 지위는 기대와 달리 상당히 낮게 나타났다.

The national university professor` salary class system has implemented for some time. As a public officials, the national university professor` salary class system is criterion to judge the status. On the outcome based annual salary system pertaining to the national university professor, the salary class system is also very important. Because the salary class system is used as a funding basis of a newly appointed professor` standard salary and the outcome based annual salary system. The national university professor` salary class system may be the invisible strong motivation factors of follow-up generation superior professors, furthermore, high skilled manpower basis enhancing national competitiveness. So, the study necessity is posed to clarify the national university professor` salary class level. The results of this study are as follows Firstly, the national university professor` salary level corresponds to 6 class public official` salary level by 16 salary class, to 5 class public official` salary level by 25 salary class, and then 3 class public official` salary level by 33 salary class. The national university professor` mean salary class is only from 6 class 4th grade to 5 class 4th grade. Secondly the mean salary class difference between the national university professor and the elementary, middle and high school teacher is about 400,000 won. There is little difference between the two considering disadvantageous the salary class estimate system. Thirdly, contrary to all expectations, the national university professor` salary class level is very low comparing to the professional and managerial official` salary level.
