본 연구의 목적은 노인보건의료체계의 전반적인 현황에 대한 고찰, 문제점의 도출, 일본의 노인보건의료체계에 대한 검토 등을 기반으로 하여 우리나라의 현실에 적합한 노인보건의료체계의 방향을 모색하고자 하는 것이다. 문헌 연구를 통해 한국의 노인보건의료체계의 현황, 문제점, 일본의 사례를 검토하였고, 이를 바탕으로 하여 발전방향을 제시하였다. 현재 시행되고 있는 보건의료정책에는 노인보건의료서비스, 노인건강지원사업, 노인재가의료복지, 인장 기 요양보험 등이 있으며, 노인들을 대상으로 다양한 복지서비스를 제공하고 있다. 하지만 이들은 급성기중심의 의료체계, 건강검진의 부정기적인 실시, 국민기초생활보장 수급노인과 저소득층 에게만 제공되고 있는 노인재가의료복지 등 다양한 문제점들을 노출하고 있다. 일본의 사례를 통해 알 수 있듯이 정기적이고 꾸준한 플랜을 세워 노인보건의료정책을 수립해 나가고, 건강증진, 질병예방, 조기진단·조기치료 등과 같은 예방의료를 중요시 하며, 질환의 종류와 기능장애의 정도에 따라 분리 수용할 수 있는 의료체계를 마련한다면 의료비 절감과 더불어 전문화된 노인보건의료서비스를 제공할 수 있을 것이다.

The purpose of this study recognizes about the present situations of elderly health care system, and to recognize a direction of elderly health care system actuality of our country. We reviewed that elderly health care system, problem, case of Japan through a study of literature, which is a basis that offers vitalization of elderly health care system. In health medical treatment policy that is enforced present is elderly health support business, elderly home medical welfare, elderly long term care insurance ect. However, this policies are displaying problem in a lot of places. Therefore, finding solution about these problems, establish policy laying on-time and constant plan, prevention medical care such as health promotion, disease prevention, early diagnosis, early treatment, may offer elderly health care system that is specialized with medical expense curtailment.
