이 연구는 공항개발이 주변지역에 미치는 영향과 공항 주변지역의 재발전략에 대해서 고찰하고, 한국과 일본의 국제공항 주변지역 개발방식을 비교하여 정책적 시사점을 도출하고자 한다. 특히, 일본 나리타국제공항과 간사이국제공항의 주변지역 개발전략을 살펴보고, 공항도시 개발을 둘러싼 현안들에 대해서 고찰하고자 한다. 나리타공항 주변지역 개발은 지역과 공항의 연계 강화를 통해 지역활성화를 꾀하고, 공항과 지역이 공생할 수 있는 방식으로 추진되고 있다. 반면 간사이공항은 배후지역에 국제비지니스타운을 조성할 계획이었으나 큰 성과를 거두지 못한 채 지방정부의 재정위기를 초래한 배경으로 지적되고 있다. 한편 글로벌 비즈니스의 전진기지로서 개발되고 있는 인천공항의 주변지역은 배후단지 조성과 대규모 민간투자시설 입지에 치중하고 있는데, 지역사회의 위험부담이 매우 큰 개발방식이라고 할 수 있다. 인천공항만을 위한 공항도시 개발이 아니라, 공항과 인천 및 인근 지자체와의 기능적 연계를 강화하여 지역을 활성화시킬 수 있는 개발전력이 필요한 시점이다.

The purpose of this study was to review the effects of airport development on its neighborhood and the airport neighborhood development strategies by comparing the airport neighborhood development methods in Korea and Japan. In particular, this study reviewed the neighborhood development strategies of Narita International Airport, Kansai International airport in Japan and Incheon International Airport in Korea, and reviewed the issues surrounding airport city development. Narita Airport neighborhood development is designed for symbiosis of airport and neighborhood area by activating local economy through enforced connection between airport and adjacent areas. On the other hand, Kansai Airport was not successful in the construction of international business town behind the airport and brought a financial crisis to the local government. In Inchen, they focus on the construction of background towns and the invitation of large scale civil investment, as Incheon Airport has been developed as global business advanced base. This development method may bring big risk to local community. It is high time to develop a strategy a strategy to activate the area by enforcing the functional connection with airport, Incheon and nearby local governments as well as to develop an airport city for Incheon Airport.
