본 연구는 전국적으로 활발하게 추진되고 있는 걷는 길 사업의 개선방안을 마련하여 진행되었다. 이를 위하여 걷는 길 사업의 추진실태를 법제 기반, 계획 및 조성, 운영 및 관리 측면에서 분석하였고, 이를 토대로 걷는 깃 사업을 저해하는 9가지 요소 및 걷는 길 사업의 효과적 추진을 위한17가지 요소를 도출하였다. 그리고 걷는 길 사업을 담당하는 지방자치단체 공무원을 대상으로 이들 요소에 대해 각각 문제의 정도와 중요도가 어느 정도인지 설문하였다. 그 결과 걷는 길 성업에서 운영, 관리 부문의 문제점이 많으며, 지역의 고유성과 장소성을 살려 걷는 길 사업을 추진해야 한다는 의식이 응답자들에게 강하다는 것을 확인할 수 있었다. 본 연구에서는 걷는 길 사업의 개선방안으로 걷는 길 사업의 지원 및 육성을 위한 법률 정비, 걷는 길 조성 기본계획 수립, 걷는 길 자원의 심층 발굴, 사업효율화를 위한 행정과 민간의 역할 설정, 걷는 길의 효과적 정보체계 구축, 사회적 일자리 및 커뮤니티 비즈니스를 통한 고용 창출 등을 제안하였다.

This study aims to show improvements for walking trail projects that have been carried out and spread all over the nation. For the purpose of this study, the research analyzed the promotion situation of the walking trail projects in the sector of legislative systems, planning and development, operation and management. On the basis of the results, this study derived nine elements that prevent a walking trail project and seventeen elements to promote a walking trail project efficiently. And this study conducted a survey on the problems and importances of this project targeting local public service. As a result, the research could assure that there are many problems in walking trail projects and the respondents think that the walking trail project should be carried out in accordance with regional characteristics and placeness as well. This study suggest organization of the law for supporting and promoting a walking trails project, establishing plans of walking trail furtherance, discovering walking trail resource, administration for efficiency and adjusting non-governmental roles, establishing efficient information system o9f walking trail and employment creation through social job and community business.
