본 연구는 고등교육 재원조달과 배분 유형을 대표한다고 할 수 있는 미국, 영국, 독일, 스웨덴 사례의 비교분석을 통해 각 국가에 고유하게 나타나고 있는 고등교육 재정정책의 특징과 변화 양상 그리고 국가 간 차이점을 설명하고자 하는 데에 그 목적이 있다. 본 논문은 각 국가에서 나타나는 고등교육 재정정책의 특징과 변화 양상을 이해하기 위해서는 고등교육을 둘러싼 제도의 모습과 고등교육 재정정책을 둘러싼 정치적 역학에 대한 이해가 필수적임을 주장한다. 보다 구체적으로, 고등교육을 둘러싼 제도의 모습이란 고등교육 체제의 구성, 고등교육과 직업교육의 연계 형태, 조세정책-복지정책-고등교육정책의 연계형태, 그리고 정부의 형태를 의미한다. 고등교육 재정정책을 둘러싼 정치적 역학은 고등교육 비용부담 주체(납세자, 학생, 학부모 등) 간 이해관계의 변화, 재원 배분을 둘러싼 사회집단 간 경쟁과 갈등, 그리고 정당정치를 포괄하는 개념이다.

This study provides a comparative analysis of higher education finance policies of the United States, England, Germany, and Sweden. In explaining the characteristic features and changing patterns of higher education finance policies in these countries, this study focuses on the institutional arrangements under which various participants of the policy-making process interact, the composition of higher education system, the changing relationship between higher education and vocational training, public finance-welfare -higher education nexus, and partisan politics.
