이 연구는 현재 네트워크 이론과 방법론을 활용한 정책학 연구에서 발견되는 ‘정책학이론과 네트워크 방법론간의 괴리’의 문제를 지적하고, 이를 극복할 수 있는 다양한 대안 중에 ‘기술적(descriptive)인 분석법과 함께 통계적 분석을 보다 적극적으로 활용’하여 네트워크 현상을 보다 실증적(empirical)으로 연구할 것을 제안하고, 이의 가능성을 비판적으로 검토하고자 한다. 정책학 이론과 네트워크 방법론의 바람직한 접목을 위해서는 네트워크 이론과 방법론이 단순히 정책과정의 거시적 측면을 묘사하는 것에서 한걸음 더 나아가, 네크워크 구조, 거시적 정책결과(macro-level policy outcomes), 그리고 미시적 행위(micro-level behavior)간의 복잡한 동태성을 설명할 수 있는 이론적 기초를 확립하는데 기여해야 하는데, 이를 위해 핵심적인 작업은 특정 이론에서 파생한 일련의 가설을 검증함으로써 그 이론의 적실성을 체계적으로 검증하는 일이며, 이 과정에서 중요한 역할을 할수 있을 것으로 기대되는 것이 통계적 접근에 기반한 네트워크 분석이다. 이 연구의 후반부에서는 ERGM 모형에 기반하여 네트워크의 구조와 정책행위자들의 미시적 의사결정을 탐구한 Lee, Lee, and Feiock(2012)의 실증연구부분을 개략적으로 검토함으로써 통계적 네트워크 분석법을 통한 정책과정이론과의 접목가능성을 검토해보고자 하였다.

The purpose of this study is to claim that there has been a large gap between policy study theories and social network analysis methods and propose that statistical social network analysis methods, along with traditional methods based on descriptive approach, should be more broadly adopted in the literature. Since most of concepts, variables, measures, and indices of network analysis are not directly originated from policy study theories, the researchers should be more careful when they attempt to integrate social network analysis methods into their theoretical framework based on policy process theories. In doing so, researchers ultimately need to develop their own network theories of policy studies, which can explain the complex interaction among network structures, policy outcomes, and micro-behaviors of policy actors. Statistical network analysis is one way to help to build their own network theories of policy studies by developing some testable hypotheses and allowing to formally test those hypothese, which is expected to enhance external validity of empirical analysis.
