본 연구는 환경갈등을 해결하기 위한 대안적 방안으로서 지속가능발전의 유용성을 탐색한다. 개발과 환경을 둘러싼 정책갈등은 1990년대 이후 한국 사회에서 지속적으로 나타나고 있으나, 그 해결방안은 신뢰 및 이미지 증진과 같은 인지적 측면이나 환경거버넌스 활성화 등과 같은 구조적 측면에 초점을 두고 제시되어왔다. 반면 문제의 근본 원인이라 할 수 있는 환경과 개발사이의 가치 갈등의 문제를 구체적으로 어떻게 해결할 것인가에 대한 대안적 측면에 관한 논의는 상대적으로 드물었다. 또한 기존의 논의들은 사후처방적인 해결방안에 초점을 맞추어 왔으며 생태적 합리성을 확보하기에는 한계가 있어왔다. 이에 본 연구에서는 생태평화론의 이론적 주장에 기반해 정책대안적인 측면에서 지속가능발전에 기반한 방안이 갈등을 근본적으로 해결하고 생태적 합리성을 담보할 수 있는 방안이라는 명제를 도출하고, 그 타당성을 가야산 순환도로 건설과정에서 발생한 환경갈등사례를 통해 확인한다. 사례분석 결과 갈등해결의 인지적, 구조적 요인들 보다는 대안적 요인 -지속가능발전의 대안- 이 환경갈등 해결에 결정적인 역할을 하며 생태적 합리성을 담보하는 방안인 것으로 드러났다.

This study explores the usefulness of sustainable development as an alternative measure to resolve environmental conflict. Public conflicts between environmental protection and economic development has occurred ceaselessly in South Korean society since the 1990s. Solutions for those conflicts have been suggested based on a cognitive approach or a structural approach such as trust building and environmental governance. On the other hand, discussions on the aspect of alternative measures of how to resolve the value conflict between development and the environment have been relatively rare. In addition, established discussions have mostly focused on ex post facto measures and had a limit in securing ecological rationality. Therefore, this study proposes a thesis that an alternative measure based on the principle of sustainable development can be a solution that could both resolve conflicts and secure ecological rationality. This study tests the validity of the thesis through a case of a environmental conflict over circulation road construction in Kaya Mountain. The findings show that an alternative measure based on the principle of sustainable development plays a critical role in resolving the environmental conflict and also secures ecological rationality.
