저출산과 고령화에 따른 정부의 정책적 대응의 시급성 및 정교성 더욱 더 요구되어지고 있다. 이에 이 연구에서는 정부가 제공하고 있는 일과 가정양립 지원정책에 대한 여러 가지 변수들 특히, 기대와 경험에 관련된 변인들이 정책 만족도에 어떤 영향을 주는지를 확인하고 아동 돌봄 정책의 정책목표 적합성을 높일 수 있는 방안을 모색하였다. 본 연구는 정책기대와 만족의 연계성을 확인하기 위해 소비자만족 연구에서 광범위하게 활용되고 있는 기대만족이론을 논리적 틀로 활용하였다. 아동 돌봄의 일차적인 책임을 지고 있는 주부들을 대상으로 돌봄 정책의 인지, 경험, 그리고 만족에 대한 인식조사 자료를 활용 경로분석을 통해 정책 기대와 정책 만족의 연관성과 인과성에 대해 연구하였다. 연구의 결과로서 정책만족을 결정하는 요인으로 정책에 대한 인식과 정책의 경험이 의미 있는 요인 이라는 점도 확인되었다. 특히, 통제변수로 활용된 현재 양육 중인 자녀의 수가 정책 인지와 경험에는 긍정적인 영향을 초래하나 정책만족에는 부정적인 경향을 보인다는 점을 확인할 수 있었다.

This paper examines the relationship between variances on expectation and experience towards childcare policies and mothers' satisfaction in Korea and draws policy implications. We employed expectation and satisfaction theory which has widely been used in studies on customers'satisfaction. We have conducted a survey in order to collect data on expectation, experiences and satisfaction among mothers with preschool children towards policy measures such as eave systems and childcare services. Using a path analysis, we have found that perception and experience towards policy measures are significantly related to the degree of policy satisfaction. In particular, the number of children attributes to the negative correlation that the larger the number of children is the higher chances of having lower policy satisfaction level. These findings are valuable as they indicate that the childcare policy measures need to be sensitive enough to be an effective tool to reduce caring burden of mothers with more than two preschool children. It will support effectively as a way of encouraging mothers to have more than one child and reduce the difficulties in work and family reconciliation.
