이 논문은 미국 대학의 ‘학문적 정직성(academic honesty)’에 관한 정책, 그 중에서도 표절에 대한 규정(prescription)과 정책(policy)을 살펴보는 데 목적이 있다. 이를 통해서 국내 대학의 글쓰기 교육에서 수준 높은 윤리적 기풍을 세우는 계기를 마련하는 데 기여하고자 한다. 이 논문에서는 주로 미국 대학에서 학생들을 위해 제정하여 실시하고 있는 ‘학문적 정직성’, 그 가운데 표절의 원칙과 세부 규정 등의 표절 정책(plagiarismpolicy)을 몇몇 대학들의 사례를 중심으로 논의한다. 미국의 대학들은 오래 전부터 학문적 정직성에 많은 관심을 두고서 학생들의 부정행위(cheating)나 글쓰기에서의 표절(plagiarism) 등을 예방하기 위해 ‘명예 규약(honor code)’이나 ‘윤리 서약(ethical pledge)’ 같은 학생윤리(행동) 지침을 마련하여 교육을 해 오고 있다. 이를 위해 미국의 대학이나 교육 단체들은 글쓰기 센터의 프로그램이나 웹 사이트를 통해서 학생들이 대학에서의 학문 활동 전 과정에서 지켜야 할 ‘학문적 정직성(성실성)’의 원칙과 세부 사항들을 상세하게 제공해 주고 있다. 미국의 대학들은 ‘의도적인 잘못(deliberate wrongdoing)’은 물론이거니와 ‘부주의에 의한 실수(lapse of inadvertence)’까지도 표절로 규정하고 있다. 표절이란 다른 사람의 독창적인 아이디어나 견해가 담긴 원문을 인용부호나 출처 인용 없이 자기 것처럼 사용하는 것을 말한다. 원문 표현의 일부를 베끼고, 중요한 구절이 같거나, 몇 개의 단어가 똑같은 순서로 나열되어 있으며, 한 문장에서 일정한 수 이상의 단어들이 중복되면 그 글은 표절로 간주된다. 이를 방지하기 위해 제도적인 차원에서 미국의 대학들은 학문적 정직성을 지키기 위해 이른바 ‘명예 규약’을 제정하여 운영하고 있으며, 지속적으로 표절 예방 교육을 실시하고 있다. 이런 제도는 대학 글쓰기 교육에서 학문적 정직성과 윤리적 환경을 지키려는 교육적 관점에서 비롯된 것이다. 이런 맥락에서 표절 현상이 심각한 현실에서 국내의 대학들도 미국 대학의 표절에 대한 규정과 정책을 참고하여 윤리규약이나 명예 선언문을 제정하고, 표절을 예방하기 위한 교육 정책을 마련해야 한다.

The purpose of this essay is to review and suggest the prescription and policy of ``academic honesty`` or ``academic integrity`` through the problem of ``plagiarism`` in college writing in the U.S. universities. This essay mainly discuss plagiarism principles, prescriptions, and plagiarism policy as academic honesty or academic integrity in focusing on examples of several U.S. universities. Plagiarism means using another`s ideas and words without clearly acknowledging the source of that information. It is very important that we give credit where it is due. we must put others` words in quotation marks and cite their source(s) and must give citations when using others` ideas, even if those ideas are paraphrased in our own words. Moreover, it is very important to understand that unauthorized collaboration in many forms besides writing assignment(art, music, computer code, mathematics, and scientific work) is also plagiarism. This essay pays special attention to the ``academic honesty`` policy in the U.S. universities. The U.S. universities have effectively put their academic honesty policy into practice, and operated honor system to prevent students plagiarism for a long time. Therefore, through re- searching academic honesty policy in college culture and writing system of U.S. universities, we will anticipate to provides adequate opportunity in establishing ``honor code`` or ``ethics code``, and in promoting academic honesty in Korean universities.
