조선 건국의 정치 이데올로기이며, 세계관과 우주관, 그리고 인성론을 보여주는 사상은 유학에서 찾을 수 있다. 그리고 조선조 중기 이후 개혁사상을 이끈 사상적 조류는 실학으로 볼 수 있다. 그러나 유학, 성리학, 실학으로 이어지는 사상적 맥락과 사회상황을 포함한 포괄적 접근은 아직 미약하다. 순암 안정복은 조선조 후기의 대표적 실학자이며 또한 성리학자이다. 그리고 현실적 제도개혁안을 통해 당시의 행정문제를 해결하려는 개혁가이기도 하였다. 순암은 토지제도의 개혁에서부터 자치제도의 확립에 이르기까지 방대한 개혁안과 현실적 운영방안을 제시하였다. 단순한 이론적 제안이라기 보다 다양한 고전과 제도의 고찰을 통해 정립된 종합적이고 현실적인 제도개혁안을 제시하였다는데 그 특징이있다. 또한 순암의 사상과 개혁안이 지니는 또 다른 의미는, 당파적 이해관계에 얽매이지 않는 중립적이고 가치지향적 세계관과 개혁안을 모색하였다는 점이다. 조선조 건국이념인 성리학에 내재되어 있는 건강한 사회 및 정치이념에 충실하면서도, 실학이 추구하는 현실문제해결능력의 제고를 모색하였다는 점에서 오늘의 한국에도 시사점을 줄 수 있다.

Based on the belief that social change can not succeed without change of the idea and ideology, this study examines an epistemological trends from Sung Confucianism to Sil-Hak in Joseon Dynasty, especially focused on the idea of Ahn Jeong-Bok. An administration reform process and decision-making would be influenced by political philosophy, social demand, and institutional orientation. This paper hope to find special something, like determinant variable focused on the wide range of social and political philosophy in late Joseon Dynasty, but difficult to find out relatively systematic and comprehensive components. Nevertheless reform environment, important decision-makers and system, contents of government reform in late Joseon Dynasty are roughly described in the paper, this paper would be help to compromise between many ideological debates. And this study would preview that the feasibility of administrative reform can be rised by obtaining the validity of the ideological prospect and environment. Sung Confucianism as the ideological background and an epistemology was widespread and specified through a full administration reform process in Joseon Dynasty. Ahn Jeong-Bok was a excellent philosopher in Sil-Hak, also in Sung Confucianism. And his reform idea was looked to be incremental properties because of his personal and academic backgrounds. This study which explains the needs of social change and ideological background through the Idea of Soonam, Ahn Jeong-Bok, would aimed that we could understand public administrative phenomenon in late Joseon Dynasty and also current korea.
