장애인복지의 목적은 장애인이 장애로 인해 모든 일상생활의 어려움이 없도록 하는 사회통합에 있다. 이를 위해서는 장애인이 자신의 능력을 개발하여 사회의 모든 활동분야에 참여하고 의존적 생활에서 벗어나 자립생활이 가능하도록 해야 한다. 장애인이 하나의 인격적·사회적 존재로서 지위를 확보하고 사회구성원으로서 인정받기 위해서는 생활능력의 회복과 더불어 고용의 기회를 부여하는 것이 무엇보다 필요하다. 고용의 기회부여가 장애인 개인의 존엄성을 높이고 장애인의 사회에 대한 창조적 기여를 도울 뿐만 아니라 장애인의 가족 기능을 회복시켜 가족구성원의 생활능력을 발휘하게 하는 효과를 지니기 때문이다. 따라서 장애인에게 고용의 기회를 제공하는 것은 사회적 통합의 가장 중요한 수단이 된다. 그러나 무엇보다도 중요한 것은 장애인의 인간다운 삶을 보장하고 장애인도 일을 통하여 자아실현을 할 수 있는 시민으로서의 삶을 보장함으로써 궁극적으로는 사회통합에 이를 수 있다는 점이 중요하다고 할 것이다.

The purpose of the disabled`s welfare is to integrate them into the society so that they would not face difficulty when leading their everyday life. Towards this end, the disabled should be encouraged and supported to develop their capability, to have them participate in all the activities in the society and to enable them to lead independent life, casting a life of dependence. In order for the disabled to secure their status in the society as a viable member of the society in terms of characteristic and social status, it is most essential for them to gain the ability to lead everyday life and to grant them employment opportunity. The latter does not merely increase the disabled`s sense of self-respect. and help them to contribute to the society creatively but it also helps the families of the disabled people as well, increasing their ability to play a role as a member of the family. Accordingly, granting the opportunity for the disabled to get hired becomes the most important medium for integrating them into the society. But more than anything, this guarantees human-like life to the disabled and guarantees their right as citizens to realize their self by working, which in turn can lead to social integration.
