국제판은 중국 금융시장의 개혁개방이 계속 진행되고 중국 자본시장의 국제화가 가속되며 상해시가 경제모델을 세계금융센터로 전환하는 정책배경하에 제출하였다 그러나 현재 국제판은 많은 제반 법률문제와 장애를 당하였다. 이런 문제와 장애들은 중국 자본시장의 법치건설, 경제체제개혁, 금융시장개방 등과 연결하고 이 문제와 장애들을 해결하려면 시범을 이용하고 점차 관련 제도를 개혁, 개선하여야 한다. 그의 핵심적 문제는 자본시장의 효율성과 투자자의 신뢰감 문제를 해결하는 것이다.

International Board is put forward under the background when China financial market reform and openness continuously deepen, the internationalization pace of China Capital market expedite and Shanghai work hard to fulfill its economic transformation and become the global finance center, but its pushing out faces many problems and obstacles. These inevitably relates to the construction of rule of law of Chinese capital market, the deepening of economic system reform and openness of finance market. Solutions to these problems and obstacles need recur to a pilot test project, gradually reform and improve the capital market efficiency and enhance the investors` confidence.
