본 연구에서는 한국의 유치원, 보육시설, 미국의 NAEYC, 호주의 QIAS 평가지표 중 ‘건강·안전’ 영역의 지표에 대한 비교·분석을 통해 보다 나은 유치원 평가지표 개발을 위한 기초 자료를 제공하고자 하였다. 분석결과, 첫째, 분석대상 지표의 건강·안전 관련 영역 및 지표 수, 지표 내용을 제시하는 양상, 전체 지표 내에서 건강·안전 관련 내용이 차지하는 비율이 모두 다르게 나타났다. 둘째, 건강관리의 적절성에 대한 한국 유치원의 지표는 다른 지표들에서 제시하고 있는 질병관리 및 이에 대한 지침, 교직원의 건강평가 및 복지후생에 대한 내용을 제시하지 않고 있었다. 셋째. 영양관리의 적절성에 대한 한국 유치원의 지표는 다른 지표에서 제시하고 있는 유아에게 신선한 물 제공, 특정 음식에 알레르기나 과민성있는 유아를 고려하는 내용은 제시하지 않고 있었지만, 지양해야 할 간식의 종류와 보존식 시행을 명확히 제시하고 있었다. 넷째, 안전관리의 적절성에 대한 한국 유치원의 지표는 다른 지표들과 달리 상해보험이나 재난보험 가입 사항을 명시하고 있는 반면, 다른 지표들에 제시되어 있는 유아에 대한 주의 깊은 감독, 놀잇감 또는 위험한 물건으로부터의 안전에 대한 사항을 지표 자체에 명시하지 않고 있었다. 또한 미국과 호주 지표에서 제시하고 있는 동식물로부터의 안전, 환경안전, 아동학대나 방임으로부터의 안전에 대한 내용이 제시되어 있지 않았다.

The purpose of this study was to provide implications on the development of better accreditation index through comparison and analysis for "health & safety" areas among accreditation index in Korean kindergarten & child care centers, NAEYC in US, QIAS in Australia. As a result, index areas which is related with health & safety, the structural system in contents category, number of index and the proportion were different. Second, on the appropriateness of health care, kindergarten index did not have information on disease control and prevention, health assessment and welfare of staff. Third, on the adequacy of nutrition, kindergarten index did not have information on provide fresh water to children, consider food allergies or hypersensitivity to certain foods for the children but provided information to avoid snacks. Fourth, on the adequacy of safety management, kindergarten index includes signed up for the accident and disaster insurance but did not have information on careful supervision for children, safety from the dangerous toys and goods, safety from dangerous animals and plants, safety from environmental disaster or air pollution and protect from the child abuse or neglect.
