본 논문의 목적은 한반도 중립화 통일의 체제구축을 위해 지금까지 핵심적으로 논의된 중립화 통일헌장의 5단계 추진전략을 분석하는데 있다. 본 논문은 한반도 평화정착의 대안으로서 중립화 통일을 위한 장기 전략을 다음과 같이 제시한다. 첫 단계는 한반도 평화체제구축을 통해 남북관계의 정상화를 이루고, 둘째 단계는 남북이 한반도 중립화 공동합의문을 채택하며, 셋째 단계는 남북과 4강이 한반도의 중립화를 선언한 후 이를 뒷받침할 수 있는 국제조약을 체결하며, 넷째 단계는 남과 북이 통일헌법을 채택하고, 통일헌법에 따른 남북의 총선거를 실시하며, 다섯째 단계는 중립화를 통한 통일국가를 창립하는 단계이다. 이를 위해 중립화 통일헌장이 제시한 과정의 틀에 따라 현실성 있는 분석을 시도한다. 중립화 통일문제에 대한 연구는 현재까지 시론단계에 머물러 있으나 남북국민들의 노력 여하에 따라 실현할 수 있고 시기도 앞당길 수 있을 것이다. 즉, 남북지도자와 국민들이 한반도의 중립화 통일을 강력하게 추진할 경우 한반도의 영구평화와 동북아의 평화를 보장하는 획기적인 방안이 될 수 있을 것이다.

The purpose of this paper is to analyze the five-step process for the unification of the two Koreas through the Charter for building a neutralization regime on the Korean Peninsula. This study provides a conceptual framework for building a neutralization regime on the Korean peninsula in which the future vision of the five-stage unification formula for neutralization is proposed in brief as follows: (1) the first stage is a normalization of South-North Korean relations through peace regime building; (2) the second stage is a joint agreement on the Korean peninsula neutralization between the South and the North ; (3) the third stage is to conclude an international treaty on the Korean peninsula neutralization between the South and the North and the four major powers concerned; (4) the fourth stage is an adoption of unified constitution and general election; and (5) the fifth stage is the birth of a unified Korean republic. And I try to attempt to realistic analysis about the Neutralization of the Korean peninsula. If we try to acquire the neutral unification of the Korean Peninsular, it is not impossible. And it would be a breakthrough for the peace of the Korean Peninsular and Northeast Asia.
