집단따돌림 문제를 해결하기 위한 다양한 교육·상담적 활동에도 불구하고 지난 10년간 이 현상이 개선되지 않고 있는 사실은 지금까지 시행된 교육·상담적 활동의 효과성에 대한 재고의 필요성을 증가시킨다. 현재 시행되고 있는 집단따돌림의 예방 및 중재의 제한점을 살펴보고 이에 대한 대안적인 접근방식으로 전학교 접근(whole-school approach)을 소개하였다. 전학교 접근은 집단따돌림 문제를 효과적으로 해결하기 위하여 학교의 체제를 활용한 종합적 개입방법으로 개인상담과 집단상담, 학급활동 및 학교정책의 장점을 살리되 개별적 개입이 가지는 한계를 극복하기 위하여 각 개입을 유기적으로 연결한 종합적 접근법이다. 전학교 접근은 개인·학급·학교 수준의 동시 개입을 실시하는 다층수준의 접근이며 가해자와 피해자뿐만 아니라 방관자를 포함한 모든 학생을 개입의 대상에 포함시키는 접근이다. 문제가 발생하기 이전에 개입하는 선제적인 접근을 강조하며 상담프로그램과 일반교과와의 학제간 통합을 통해 궁극적으로 학교의 체제와 문화를 바꾸는 접근이다. 전학교접근을 효과적으로 실행하기 위한 전문상담교사의 역할을 탐색하였고 집단따돌림 문제의 해결을 위한 구체적 활동 전략을 제시하였다.
The fact that school bullying has not been decreased regardless of numerous educational and counseling interventions for dealing with school bullying for the past ten years increases the necessity for reevaluating past interventions. This article examines the limitations of current prevention and interventions for school bullying and introduces a whole-school approach as an alternative. The whole-school approach is a comprehensive and systematic intervention which synthesizes individual counseling, group counseling, classroom activities, and school policies. It is a multi-level approach which integrates various stages of interventions in terms of individual, class, and school-wide level. It also includes bystanders as well as bullies or victims. Whole-school approach stresses a proactive approach rather than a reactive approach and it seeks to fuse counseling program into various subjects by creating interdisciplinary curriculum, thereby changing school system and culture. This article also explores school counselor`s roles for effective intervention to school bullying in terms of whole-school approach, thereby suggesting specific activities that a school counselor can implement.
