본 연구에서는 현재 우리나라 대학 내에 설치·운영되고 있는 성희롱·성폭력 상담소와 조사심의위원회의 상담 및 사건 조사 관련 현황을 면밀하게 파악하여 분석함으로써 대학 내 성희롱·성폭력 상담의 중요성과 상담자의 역할 재고를 위한 실증적 자료를 제공하고자 하였다. 이 연구를 위하여 전국 대학의 성희롱·성폭력 상담소의 남자 상담자 90명, 여자 상담자 182명을 대상으로 조사하였다. 분석 결과를 통해 첫째, 현재 우리나라 대학 내에 설치·운영되고 있는 성희롱·성폭력 관련 조사심의위원회 구성에 있어서의 성별 비율, 외부 전문가 포함여부, 학생위원 포함 여부, 위원장 구성 등에 관한 정보를 알 수 있었으며 둘째, 대학 성희롱·성폭력 사건의 유형에 있어 학생-학생 사건과 교수-학생 사건이 다수인데, 그 중에서도 문제해결에 어려움을 겪는 것은 주로 교수-학생 간 사건인 것을 알 수 있었다. 셋째, 상담자들이 성희롱·성폭력 상담과 사건을 어렵게 느끼는 이유는 사실관 계 확인의 어려움과 사건 성격의 모호성, 그리고 내담자들의 수동적이고 비협조적인 태도 때문인 것으로 나타났다. 우리나라 대학 내의 성희롱·성폭력 문제는 조사심의위원회를 통한 타율적 해결 보다는 상담을 통한 자율적 해결방안이 선호되고 있는데 이는 상담자들의 역할이 중요하다는 것을 보여주는 실증적 결과로써, 향후 대학 성희롱·성폭력 정책 중 특히 상담 및 사건 조사 해결 영역 에 있어서 보다 전문화된 서비스가 활성화 될 수 있도록 상담자들의 전문적 관심과 훈련이 필요함을 알수있다.

The objective of the present study was to provide empirical data in reviewing the importance of on-campus sexual harassment and sexual violence counseling and the role of the counselor, by gathering and analyzing detailed information on the current status of the counseling centers and review boards for sexual harassment /sexual violence established within universities in Korea.For this study, 90 male counselors and 182 female counselors from various on-campus sexual harassment/sexual violence counseling centers across the country were interviewed. Findings of the analysis include (1) gender ratio of the members of the review boards for sexual harassment/sexual violence currently established within universities in Korea, whether external expert or student representative is involved, and how the board is structured, (2) on-campus sexual harassment/sexual violence incidents usually involve student-student and professor-student cases and that the parties of the professor-student cases, in particular, experience difficulties in resolving problems, (3) counselors found sexual harassment/sexual violence counseling and incidents difficult because of the difficulty in checking the facts, ambiguity of the characteristics of the incidents, and the passive and uncooperative attitude of the clients. The results empirically shows that the role of counselors is important, as seen in the finding that self-regulative settlement through counseling is preferred to other-directed settlement by review board in dealing with the sexual harassment/sexual violence issue within universities in Korea. This indicates the need for professional interests and training of counselors in order to further enhance professional service in dealing with the sexual harassment/sexual violence issues within universities, especially in the area of counseling and incident investigation and settlement.
