성희롱에 대한 사회적 합의를 바탕으로 법령이 만들어지고 시행되어 온지 9년이 되어가지만 성희롱의 성립여부 와 판단기준은 다소 논란의 여지가 있어왔다. 실제 교육현장에서 성희롱 법령의 적용이 모호하다는 점과 아울러 성희롱 여부를 판단할 수 있는 측정도구가 요구되어 왔다. 이에 본 연구는 여자대학생을 대상으로 성희롱 척도를 개발하는 것을 목적으로 실시되었다. 이를 위해 1차 예비연구로 문헌조사와 관련법 고찰, 개방적질문지를 토대로 성희롱 형태와 범위를 탐색한 후 관련전문가들에 의해 내용타당도를 실시하였으며 2개시(도)의 여자대학생을 대 상으로 탐색적 요인분석을 실시하였다. 2차 연구에서는 예비연구 결과를 바탕으로 전국 7개시(도) 12개 대학의 여대생을 대상으로 구인을 살펴보고 요인구조의 확인을 위해 탐색적 요인 분석을 실시하였으며, 이어 척도내의 측정변인이 이론변인을 잘 나타내는지를 살펴보기 위해 확인적 요인분석을 실시하였다. 그 결과 전반적 부합지수가 비교적 양호한 값을 보여 요인구조의 안정성을 확인하였고, 이러한 일련의 과정을 거쳐 성희롱 척도가 최종 5요 인 23개 문항으로 개발되었다. 1요인은 성별에 따른 성희롱을 반영한 것으로 ``성차에 의한 희롱(gender harassment)`` 으로 명명하였으며, 2요인은 직접적인 성관계 요구나 성적행위에 대한 회유 등을 나타내는 것으로 이를 ``성적강요`` 명명하였다. 제3요인은 처우나 보상 또는 불이익을 조건으로 성적인 행위를 강요하는 것으로 ``댓가성 성적강요``로 명명하였고, 4요인은 ``회식자리 성희롱``으로 명명하였는데 이는 회식자리에서 술 따르기 등 의사에 반하는 요구 등이 포함되어있다. 마지막 5요인은 원치 않는 성적관심 대상이 되거나 신체적 접촉으로 불쾌감을 주는 문 항들로 이를 ``원치 않은 성적 관심``으로 명명하였다. 또한 5요인의 내적일치도와 검사-재검사 신뢰도가 양호한 것으로 나타나 본 연구에서 개발한 여자대학생 성희롱 척도가 신뢰로운 도구임을 나타내었다.

There has been somewhat controversy over the approval of sexual harrassment and its measurements even though the laws and ordinances of sexual harrassment has been made and implemented based on social agreement for about 9 years. There exist some blurred aspects to apply the laws and ordinances of sexual harrassment in educational systems, so judgemental tools to prove sexual harrassment has been requested. To mitigate the current concerns, this research was conducted to develop the judgemental tools able to measure and decide sexual harrassment with female university students. To achieve the set goal, as the first round preliminary research, content validity was verified by experts and probing factor-analyzing was employed with female university students from two cities after reviewing literature and related laws and investigating types and ranges of sexual harrassment based on open-ended survey. For the second preliminary research, based on the consequences of the first preliminary research, probing factor-analyzing was implemented with university students of 12 universities from seven provinces across the nation and the structure of variables was confirmed, and validating factor -analyzing was managed to investigate whether the measuring variables in the measurements represented the theoretical variables properly. The result showed that the overall fit index proved to be relatively satisfactory, so the factorial structure was confirmed to be stable. Through this procedure, 23 questions as the measurements of sexual harrassment were developed. And the internal agreement and the reliability of test and re-test of the fifth factors were satisfactory. Thus, the measurements of sexual harrassment developed out of this study proved to be reliable tool.
