본 연구는 지역청소년상담실의 활성화를 위한 정책적 방안을 탐색하는데 목적이 있다. 이를 위하여 우선 지역청소년상담실의 현황을 살펴보고 그동안 논의되어왔던 지역청소년상담실의 활성화 방안을 검토하여, 지역청소년상담실을 활성화하기 위한 정책적 방안을 구안한다. 지역청소년상담실 활성화를 위한 향후 정책방안의 구안은 본 연구진과 지역청소년상담실을 담당하는 행정가와 상담자 12명이 선 행 연구결과와 실무경험을 기초로 하여 검토되어, 최종 76개의 정책적 방안이 지역청소년상담실을 활성화하는데 효과적인 방안으로 선정되었다. 이는 다시 전국 지역청소년상담실 담당 공무원과 상담 자 294명에게 76개 정책방안이 어느 정도 효과적일 것인지에 대해 평가하도록 하여, 긍정적인 평가를 받은 정책 대안을 제시하였다. 본 연구에서 정리한 가장 우선적인 정책방안은 기관 및 조직 활성 화 영역에서는 ``수준높은 전문성을 지닌 상담자(정책방안28)``, ``지역청소년상담실 소속 상담원으로서 의 사명감``(정책방안 3), ``지역청소년상담실 구성원간 조화로운 팀웤``(정책방안 2), ``상담실 소속 상담 원으로서의 자부심과 긍지``(정책방안 4), 상담서비스 기능 활성화 영역에서는 ``상담실 운영 주요 관계 자의 상담 중요도에 대한 인식``(정책방안 2), ``청소년문제에 따라 다양한 상담접근법을 활용할 수 있는 상담자의 능력``(정책방안 5), ``상담의 효과를 경험했던 지역사회 내담자들의 긍정적인 평가``(정책 방안15)로 나타났다. 상담지원사업 기능 활성화 영역에서는 ``청소년상담활동을 지원할 수 있는 자원 봉사 인력 양성 및 교육``(정책방안20), ``고민하는 청소년과 부모 등에게 상담의 필요성을 널리 알리 기``(정책방안10), ``양성된 자원봉사인력의 적극적인 활용과 지속적인 관리``(정책방안19)로 나타났다.

The purpose of this study was to explore and suggest the alternatives for the activation of Community Youth Counseling Centers. The researchers developed alternatives for the activation of Community Youth Counseling Centers which were based on the outcomes of the previous researches, and 12 professionals who were working for Community Youth Counseling Centers examined the alternatives which were developed by the researchers. The alternatives were modified through the consultation with the 12 professionals. Finally 76 alternatives were established for activation of Community Youth Counseling Centers and were categorized into institutional or organizational domain, counseling service domain, and supportive activities domain. The 76 alternatives were rated by 294 counselors and officials who were working at or for Community Youth Counseling Centers. Positivelyrated alternatives were explored and discussed. Followings are the alternatives which were induced as the most positively-rated alternatives for the activation of Community Youth Counseling Centers: the counselor`s professional competence, sense of duty as the Community Youth Counseling Centers` counselor, harmony teamwork with the workers in the Community Youth Counseling Center, letting directors and superintendents of Youth Counseling Centers recognize the importance of youth counseling, counselor`s competence to use a lot of counseling techniques, utilization of client`s positive evaluation on counseling, education and utilization of counseling volunteers, informing the necessity of counseling to adolescents and their parents.
