본 연구는 옹호연합모형(ACF)을 적용하여 셧다운제 도입의 정책과정을 연구하였다. 셧다운제는 2004년 시민단체의 세미나에서 처음 언급된 이후, 강제적 규제를 통해 게임 중독으로부터 청소년을 보호하려는 셧다운제 찬성 옹호연합과 자율적 규제를 통해 게임산업을 위축시키지 않으려는 셧다운제 반대 옹호연합 간의 갈등 끝에 국무총리실과 법제사법위원회의 중재를 거쳐 합의에 이르러, 2011년 4월에 국회 본회의를 통과하였다. 본 연구를 통해 다음과 같은 함의를 도출할 수 있었다. 첫째, 단기적 정책과정에 ACF를 적용 하였을 때, 비교적 안정적 변수들의 영향을 잘 찾아볼 수 없으나 외적사건이 정책하위체제에 미치는 영향을 확인할 수 있었다. 둘째, 각 옹호연합이 가지는 단기적 자원을 확인 하였다. 셋째, 단기적 정책과정에서는 옹호연합의 신념체계의 변동은 나타나지 않았지만, 각 시기별로 옹호연합들이 펼치는 전략은 변하는 것을 확인할 수 있었다. 마지막으로 3기에서 정책중개자가 복수로 나타나는 것을 확인할 수 있었는데, 단일한 정책중개자가 미처 조율하지 못한 옹호연합간의 갈등을 다른 정책중개자가 등장하여 그 갈등을 조율하며 합의점을 도출하는 정책과정을 확인할 수 있었다.
This study describes the process of Online Game Shutdown System in Korea through the Advocacy Coalition Framework (ACF). In 2011, as Online Game Shutdown System was passed in the Assembly plenary session, restricting playing online games for children and adolescents has become a social issue between pro-regulation coalition and anti-regulation coalition. The result of this study are summarized as follows. First, it is identified that external events have a impact on the policy sub-systems, while there's no effects of stable variables as ACF is applied to short-term policy process. Second, short-term resources of each advocacy coalition are identified. Third, there's no belief system change in short-term policy process, whereby it is identified that advocacy coalitions' strategies are changed in policy process. Finally, there are multiple policy brokers in third stage, which could mediate the conflict and reach an agreement in policy process.
