본 연구는 무시된 딜레마가 사회적 비용을 유발하는 원인이 무엇이고, 이에 따라 어떠한 유형이 나타나는지를 분석하고자 하였다. 특히, 무시된 딜레마가 사회적 비용을 유발 시키는 핵심 요인으로 절차적 합리성의 미충족을 가설로 설정하여 분석하였다. 3가지 사례(신행정수도, 행정중심복합도시, 행정중심복합도시 원안 수정)에 대한 분석결과 첫째, 객관적인 딜레마임에도 이를 딜레마로 받아드리지 않는 무시된 딜레마가 나타났다. 둘째, 무시된 딜레마에서는 절차적 합리성이 충족되지 않았다. 즉, 상충적인 대안간 가치 수렴을 위한 제도(혹은 조직)는 존재하지 않았고, 특정 대안만을 위한 가치수렴이 이루어졌으며, 정책결정 및 법제화는 비상식적으로 매우 빠르게 이루어졌다. 셋째, 무시된 딜레마에서 절차적 합리성의 미충족은 사회적 갈등 비용, 행정 비효율성 비용, 정책불신 심화같은 사회적 비용을 초래시켰다. 이러한 연구결과는 무시된 딜레마와 사회적 비용간의 인과관계를 설명하고 있다는 점에서 이론적 가치를 지니며 동시에, 제도 설계를 위한 정책적 함의를 제시하고 있다.

The present study examines how a neglected dilemma causes social costs and what emergent patterns of this social cost. The author considers the nonfulfillment of procedural rationality to be a factor that would lead to social costs from neglected dilemma. Using case analysis of the three policy dilemmas, evidence suggests that there is a case for policy makers to provide a neglected policy dilemma by not perceiving an explicit, and objective dilemmas as a policy dilemma to be solved. For the cases of neglected dilemma, the condition of procedural rationality was not fulfilled. Specifically, there was no institution, or organization, to converge conflicting values of different alternatives. The decision-making process for solving the dilemma situation paid particular attention to a value embedded in a specific alternative but with less interest on another value embedded in other policy alternatives. Then, the policy-making and legislative process was abnormally fast. This nonfulfillment of procedural rationality in neglected dilemmas has caused social costs, including social conflicts, administrative inefficiency, and deepening distrust of government policies. The possibility of explanation on the causality between neglected dilemmas and social costs is one on the implications of findings of this study. Another implication is that it is important to design and prepare an institution that makes an objective dilemma to be recognized as a policy dilemma.
