본 연구의 목적은 국민의 복지선호도와 정부의 대응성 간에 일방적인 인과관계가 아닌 순환적 인과관계의 존재여부를 관찰하는 것이다. 국민의 선호도에 대한 정부 대응성에 대한 대부분의 연구들은 전자가 원인변수이며 후자는 결과변수로 간주하여 한 시점의 인과 관계만을 관찰하는 반면, 본 연구에서는 정부 대응성이 또 다시 국민의 선호도의 변화에 영향을 미치는 과정에도 초점을 두어 연속적인 시점에서의 인과관계를 추구한다. 정부 대응성에 대한 연구는 미국을 대상으로 주로 연구되어 왔으며, 특히 복지 선호도와 정부의 복지 대응성에 대한 연구는 거의 드물다. 특히, 본 연구에서와 같은 두 변수들 간의 순환적 인과관계에 대한 연구는 복지 분야에서 전무하다고 볼 수 있다. 본 연구에서는 14개 OECD국가를 대상으로 1985-2006년 동안의 불균형패널자료를 이용하여 두 변수들 간의 순환적 인과관계를 관찰하였다. 다양한 통제변수를 사용하여 분석한 결과 두 변수들 간 순환적 인과관계가 존재함을 발견하였는데, 국민의 복지선호도가 높을수록 정부 대응성이 크고, 정부 대응성이 크면 순차적으로 복지선호도가 이전에 비해 낮아진다는 것을 관찰하였다. 두 변수들과의 인과관계에 대한 일반화를 추구하기 위해 이 분야에 대한 지속적인 연구가 필요하다.

The objective of this research is to observe whether or not there exists the cyclical relationship between public preferences and government responsiveness. Most related studies pursue only to test one way causal relationship between two concepts: the effect of public preferences on government responsiveness. This study, however, focuses on the mutual causal relations between two concepts with time lags, so called as a cyclical causal relationship. Most studies in the related literature deal with the case of the United States. Moreover, there exist few empirical studies in the welfare literature to examine the causality except for Brooks & Manza’s studies which explore only one way causality. The study investigates the cyclical causal relationship between public welfare preferences and government responsiveness in fourteen OECD countries during the period of 1985-2006. With several control variables the research finds the cyclical causal relationship between two variables: The higher public welfare preference is, the more government responsiveness and in consecutive order much government responsiveness results in lower public welfare preferences than the past ones with a certain time lag.
