이 연구는 현행 중등학교 국어 교과서의 토론 단원에 제시된 정책 논제의 적합성을 검토하는 것을 목적으로 하였다. 토론의 논제는 토론의 본질인 양측의 대립이 드러나는 시작점이며 토론 전 과정에서 이루어지는 논의의 내용과 범위를 결정하기 때문에 매우 중요하다. 이 연구에서는 사실 논제와 가치 논제를 제외하고 정책 논제에 초점을 두어 그 적합성을 검토하였다.토론 논제의 적합성을 판단하기 위해 이론적 배경을 바탕으로 ‘대립성’, ‘변화 지향성’, ‘균형성’을 평가 기준으로 삼았다. 현행 중·고등학교 교과서 32권 중 정책 논제를 다루고 있는 토론 단원을 대상으로 분석한 결과 상당수가 기본 요건을 충족하지 못하였다. 특히 ‘변화 지향성’부분에서 문제가 많은 것으로 밝혀졌다. 국어 교과서에 제시된 구체적인 사례도 함께 포함하여 다루었다. 이 연구를 통해 밝힌 정책 논제 판단의 요건과 실제 사례는 교과서 집필의 중요한 참고점으로 기여할 것이다. 또한 논제 선정과 관련된 교육 내용 마련에도 도움이 될 것이다. 결론에는 논제 선정과 관련된 기존 논의를 바탕으로 논제 선정의 방향에 대한 제언과 후속 연구에 대한 제안을 하였다.

The purpose of this study was to examine the appropriateness of the policy propositions in the current Korean textbooks for secondary schools. The proposition of policy debate presents the confrontation of each side and determines the scope and the range of the debate contents. In this study, except the fact propositions and value propositions, policy propositions were examined to test the appropriateness. On the basis of the theoretical background, ‘confrontation’, ‘change directivity’, ‘balance’ were the criteria that were used to examine the appropriateness of the propositions. 31 policy propositions in the current secondary school Korean textbooks were analyzed. The findings of data analysis showed that 28 propositions did not meet the basic requirements. In particular, ‘change directivity’ turned out to be a lot of problems. The findings of this study will contribute to select and present the policy propositions and will be an important reference point for developing Korean textbooks. In addition, the requirements related to the selection of policy propositions would be helpful to provide educational contents. Lastly, instructional implications for the debate education and suggestions for further study were also discussed.
