한국 사회에서 노령여성은 자원배분에서 소외된 가장 빈곤한 집단이다. 이 논문은 국가 비교 연구를 통하여 한국의 노령여성이 왜 특별히 빈곤하게 되었는가를 밝히고, 한국 노령여성의 빈곤 해결을 위해 가능한 전략은 무엇인가를 도출해 보고자 하였다. 이를 위하여 OECD 국가들의 노령여성 빈곤 양상이 노령집단이 근로연령집단 등 다른 연령집단에 비해 자원배분의 불이익을 받는 ‘노령’효과 때문에 비롯된 것인지, 여성이 남성에 비해 자원배분에서 배제되는 ‘젠더’효과 때문에 비롯된 것인지를 분석해 보고자 하였다. 따라서 각 국가들의 사회집단 간 상대적 빈곤의 특징에 따라 노령효과, 젠더효과, 그리고 절대적 빈곤규모에 따른 빈곤수준을 기준으로 퍼지셋 이상형 분석(fuzzy-set ideal type analysis)을 통해 OECD 국가들의 노령여성 빈곤양상을 유형화하였다. 그리고 노령여성 빈곤 양상 유형별로 어떠한 경제사회적 조건 및 정책적선택, 젠더규범과 친화적으로 결합되는가를 분석하였다. 이를 통해 노령여성 빈곤양상이 어떠한 경제사회적 조건 및 정책적 선택, 그리고 젠더규범과 결합되어 나타나고 있는가를 보여줌으로써, 한국의 노령여성이 왜 특별히 가난한가에 대한 체계적 이해를 제공할 수 있었으며, 더 나아가 한국 노령여성의 심각한 빈곤문제를 해결하기 위해 채택 가능한 전략적 방안들을 도출할 수 있었다.

Elderly women in Korean society are the poorest group who are isolated from resource distribution. This thesis covers a comparative research on OECD countries in order to find out why Korean elderly women are especially poor, and to deduce available strategies to solve such poverty of Korean elderly women. For these, the poverty pattern of elderly women in OECD countries was analyzed if it is because of ‘old-aged’ effect by which the elderly group is more disadvantageous in terms of resource distribution than other age groups including working age group, or if it is because of ‘gender’ effect by which women are excluded in resource distribution compared to men, or if it is because of ``poverty`` effect by which poverty rate is high throughout the country. Therefore, the poverty pattern of elderly women in OECD countries was classified through fuzzy-set ideal type analysis based on old-aged effect and gender effect according to the characteristics of relative poverty between social groups in each country, and based on poverty effect throughout the country. Next, each type of elderly women`s poverty pattern was analyzed if it friendly combined with which economic social conditions, policy selection, and gender norm. By presenting that the poverty pattern of elderly women combined with which economic social conditions, policy selection, and gender norm, it was possible to provide systematic understanding about why Korean elderly women are especially poor. Furthermore, it was also possible to deduce feasible strategic solutions to solve the serious poverty problem of Korean elderly women.
