창조도시는 세계의 많은 도시에서 후기산업 시대의 경쟁력 확보를 위한 새로운 발전 전략으로 추진되고 있으나, 문화·예술 도시, 창조 인력 중심으로 전개되어 사회경제적 양극화를 심화시키고, 환경 악화 등의 위기 상황 대처에는 한계를 보인다. 이 글은 창조도시를 지역을 발전시키려는 창조적인 사고와 노력으로 확대하여 지역 경쟁력 제고를 통한 현재의 위기 극복을 넘어 미래의 가치까지 내포한 평화 도시를 한 변용으로 제언하며, 제주 세계 평화의 섬을 사례로 지방의 창조도시로 발전시킬 가능성을 모색해 보고자 한다. 제주는 현재 유명 관광지로 변모하였으나, 과거에는 척박한 환경의 변방 섬으로 일제강점기 군사 보루였으며, 4·3사건의 고난도 겪었었다. 최근에는 독특하고 잘 보전된 환경이 유네스코 세계자연유산 지역으로 지정되었다. 이러한 인문, 자연적 특성은 세계 평화의 섬을 지향하는 제주를 인간과 인간 그리고 인간과 자연간의 평화 추구와 이를 관광을 통해 확산시키며 지역 산업으로 발전시킬 가능성을 제시해 준다. 제주의 평화의 섬 추구는 평화 관광을 통해 인류 보편적 평화의 가치를 확산시키고 동시에 평화 산업을 통해 지역 번영을 가능하게 하는 지방 창조도시의 한 전략으로 고려해 볼 수 있다.

Creative city has become a new urban development paradigm pursued by numerous local governments in post-industrial era wherein culture, art and the creative class centered strategies reveal limits in dealing with the problems of deepening socioeconomic polarization and environmental degradation. This paper considers creative city not as a fixed norm or form but as a process divergent to restore regional competence, and suggests a peace city adding peace to regional development for harmonious and sustainable future. Jeju is the famous tourism destination while the peripheral island has harsh environment, was once being the strategic military bastion during the Japanese rule, and suffered the victims of April 3 incident. In 2005, Korean government declared Jeju, Island of World Peace based on the geopolitical location and resolution of the past sufferings. Recently the unique, conserved nature became the UNESCO designated World Natural Heritage site. The peace island and natural heritage provide a foundation for peace tourism learning peace between humans and human-nature interactions, and the peace tourism would be further extended to peace industry. Jeju Island of World Peace could be a context-specific creativity of promoting peace as well as increasing regional competitiveness.
