우리 사회에 만연한 과도한 학력(學歷)주의로 인한 문제를 완화하고 능력중심 사회를 구현하기 위하여 정부에서는 고교 단계의 직업교육을 강화하고 기업 현장의 고졸자 채용을 지원하기 위하여 여러 정책을 추진하여 왔다. 특히 대기업 및 공공기관 등을 중심으로 고졸 채용 확대 및 인사관리상 학력차별을 해소하기 위하여 정부에서는 지난 2011년 9월에 ‘공생발전을 위한 열린 고용사회 구현 방안’의 열린고용 대책을 발표하였다. 이러한 노력에 힘입어 특성화고 졸업생들이 진학에서 취업으로 진로를 선회함에 따라 신(新) 고졸시대가 도래하였다. 이 연구는 정부의 열린고용정책과 관련하여 특성화 고등학교의 교사·학생·학부모를 대상으로 학교 현장에서 체감하는 고졸자 채용에 관한 인식과 의견을 조사하고, 이를 집단 간에 비교·분석하는데 목적이 있다. 이러한 연구 목적을 달성하기 위하여 이 연구에서는 전국의 특성화 고등학교의 교사·학생·학부모 250명씩을 표집하여 설문조사를 실시하였다. 설문조사를 통해 고졸자 채용 관행 및 열린고용 정책에 관한 인식을 조사하고, 고졸자 채용과 관련하여 정부 지원에 관한 요구 사항 및 고졸 채용 활성화 방안을 파악하였다. 연구 결과, 고졸자 채용과 관련하여 학교 현장 관계자들은 채용 시 아직까지 고졸자에 대한 학력 차별이 어느 정도 존재하고 있는 것으로 인식하였으며, 학력과 관계없이 능력 위주의 채용을 시행하는 경우는 많지 않다는 인식이 지배적이었다. 한편, 학교 현장에서 열린고용 정책에 대한 지지도는 높은 것으로 나타났으며, 교사·학생·학부모들은 열린고용 정책의 파급효과로신규 고졸자 채용이 활성화되었고 고졸자 채용에 대한 기업의 관심이 높아졌다고 하였다. 또한 고졸자 채용 활성화방안에 대해서는 교사·학생·학부모 집단 모두 ‘정부의 고졸 취업 정착을 위한 지속적인 정책의 추진’이 제일 중요하다는 의견을 제시하였다. 이러한 연구 결과에 기초하여 고졸 채용 활성화를 위한 방안과 정부의 고졸자 취업 지원 정책에 대한 함의점을 제시하였다.

Recently the Korean government has made efforts to support the employment of specialized vocational high school graduates in the workplace. The objective of the policy actions was to reduce the problems derived from the credentialism and to establish a competency-based society. Especially the government announced “the Measures of Open Employment” in September of 2011, which was intended to increase the employment of vocational high school graduates in companies and alleviate discrimination due to an academic background. In this context, this study examined and compared the perceptions of teachers, students, and their parents on employment of specialized vocational high school graduates. In addition, the study identified the needs to improve the employment of specialized vocational high school graduates The surveys were conducted. The data were collected from two hundred and fifty specialized vocational high school teachers, students, and parents respectively across the nation. The research findings showed that all the three groups agreed to the government efforts to increase the employment rate of specialized vocational high school graduates. In addition, respondents perceived that the employment of high school graduates has been increased as an impact of the government policies. However, the perception of implementing the competency-based employment was found to be low in three groups. Based on the results of the study, several policy implications were suggested to enhance the employment of specialized vocational high school graduates.
