최근 경제민주화와 관련하여 노동계에서 특히 문제가 되고 있는 것은 통상임금범위확대문제, 휴일근로의 연장근로포함 여부, 파견근로, 최저임금 등이다. 이 현안들을 어떻게 정리하느냐가 정부의 최대현안인 ‘고용률 70% 달성’의 성패를 좌우하게 될 것이다. 본 논문에서는 이 중 최저임금제에 대해 살펴보기로 한다. 최근 노사는 최저임금에 대해 첨예하게 대립하고 있으며, 이에 대한 온도차이가 너무 심각하다고 할 수 있다. 2014년도 최저임금에 대해 노동계는 2013년 최저임금 4,860원에서 21.6% 인상된 5,910원을 요구하고 있는 반면, 사용자들은 글로벌 경제위기하에서 자영업자 및 중소기업의 매출이 20~30% 줄어든 상황에서 최저임금의 상승은 저임금 근로자의 일자리가 축소된다고 하며, 동결을 주장하고 있다. 그렇다면 최저임금의 상승은 기업의 경제상황을 악화시켜 근로자들의 일자리 상실로 이어지는가, 아니면 가계경제의 향상으로 국민경제개선의 효과를 가져오는가 이에 대한 문제는 이 문제를 어떻게 접근하는 가에 달려 있다고 할 수 있다. 본 논문에서는 자본주의 사회에서 발생하는 소득불균등의 문제로 인한 빈부격차, 실업발생 등으로 인한 사회취약계층의 발생과 이를 해결하기 위한 소득재분배의 기초이론과 소득분배정책, 공정한 소득분배를 위한 소득재분배정책을 경제민주화와 관련하여 고찰하고, 이의 대표적인 제도로서의 최저임금제의 의의와 내용을 우리나라와 유럽 및 미국, 일본의 경우를 살펴봄으로써 최저임금에 대한 국민적 관심을 촉발시킴은 물론 이로 인한 궁금증을 해소하고자 한다.

Recently, in connection with Economic democracy, issues in the labor world are expansion of the ordinary wage scope, the question of whether holiday work is additional wage or not, dispatched work, the minimum wage, etc. How do we solve these issues are what will make or break Achievement of employment rates 70% in the administration. I will examine about the minimum wage system among these issues. In recent, the labor and the management are in sharp disagreement over the minimum wage. And there is a wide gap between the viewpoints of the two parties. The labor are calling for that we should raise the minimum wage amount, while the management are claiming a freeze on minimum wages in 2014. The minimum wage system is system to mitigate the income distribution imbalance that can be happened to capitalism. And it is likely that worker`s income level can be improved in small steps and there is a possbility that it plays an important role the development of the nation`s economy. And it has a meaning as a self contribution part based on the worker`s willingness and ability to work. But, they are the vulnerable people that can`t have a minimum standard of living regardless of their willingness and ability to work. We need to put more effect into the minimum wage system to make their living security. To help the minimum wage system to carry out a function for worker`s living security, one of the most important things is to realize the economic democracy.
