본 연구는 2015년부터 시행 예정인 PM2.5의 대기환경기준 신설에 따른 건강영향 및 관리정책을 마련하는 데 목적이 있다. 이를 위해 “PM2.5의 농도분포 및 물리·화학적 특성 분석”, “PM2.5의 건강영향 평가 및 건강편익 산정”, “PM2.5의 배출량 추정 및 관리정책 로드맵”의 세 분야로 나누어 분야별 세부주제에 대하여 연구를 진행하였다. 1. PM2.5의 농도분포 및 물리·화학적 특성 분석PM2.5 구성성분을 보면 황산암모늄과 질산암모늄의 질량이 전체 질량의 37 %(겨울)∼76 %(여름)를 차지하고 있어 2차 입자의 비중이 크며, 이는 SPSS 통계프로그램을 이용한 PM2.5와 다른 오염물질과의 상관관계 분석에서도 확인 되었다. 따라서 PM2.5관리를 위해서는 1차 입자의 관리뿐만 아니라 2차 입자를 생성하는 SOx와 NOx 그리고 암모니아의 관리도 함께 필요하고 지역별로 PM2.5의 구성성분의 차이가 있기에 지역별분석결과에 근거한 차별화된 정책이 필요하다고 할 수 있다. 시간대별 PM2.5 농도 패턴은도로 재비산 먼지가 PM2.5보다는 PM10의 농도에 더 큰 영향을 미치기 때문에, 도로살수와 같은 대책들은 PM2.5 농도 개선에는 제한적인 효과를 가져올 가능성이 높은 것으로 판단된다. 한편 장거리 이동에 의한 황사는 PM2.5와 PM10 모두의 농도를 증가시키지만 상대적으로 PM10 농도 증가가 훨씬 큼을 확인할 수 있었다. 마지막으로 인체위해성 측면에서 PM2.5의 구성성분 중 OC와 중금속(특히 전이금속)은 유해성이 크기에 이러한 성분의 삭감 및 관리가 우선되는 것이 바람직할 것으로 판단된다. 2. PM2.5의 건강영향 평가 및 건강편익 산정본 연구에서는 2006년부터 2010년까지 서울시를 대상으로 미세먼지(PM10)와 초미세먼지(PM2.5)가 사망에 미치는 영향을 정량적으로 평가하고, 대기질 개선에 따른 건강편익을 추산하였다. 대기오염의 건강영향을 평가하기 위해 일반화 부가모형(GAM)을 적용하였고, 대기질 개선의 건강편익을 추정하기 위해 BenMAP을 사용하였다. 미세먼지(PM10)와 초미세먼지(PM2.5)는 사망발생위험을 통계적으로 유의하게 높이고 있었다. 전체연령 집단과 65세 이상 연령집단에서, 미세먼지(PM10) 10 ㎍/㎥증가 시 전체원인 사망발생위험은 0.44 %(95 % CI : 0.25 ∼0.63 %)과 0.64 %(95% CI : 0.41 ∼0.87 %) 높였다. 또한 초미세먼지(PM2.5) 10 ㎍/㎥ 증가 시 전체원인 사망위험은 0.95 %(95 % CI : 0.57 ∼ 1.34 %)과 1.37 %(95 % CI : 0.90 ∼1.84 %)높였다. 서울시의 미세먼지(PM10)와 초미세먼지(PM2.5)의 농도 수준이 WHO에서 권고하고 있는 대기질 기준을 달성한다고 가정하였을 때, 미세먼지(PM10)와 초미세먼지 (PM2.5)의 농도 개선으로 기대되는 조기사망 감소의 건강편익을 산출하였다. 건강영향 평가와 건강편익 분석에서 제한점과 불확실성이 있으나, 우리나라에서 국민의 건강을 보다 체계적으로 보호하기 위해서는 대기질 기준 항목 선정과 대기질 기준 농도 설정에서 건강부문의 비용과 편익 분석이 반드시 필요하다. 3. PM2.5의 배출량 추정 및 관리정책 로드맵본 절에서는 PM2.5 배출량 산정을 위해 대기정책지원시스템(CAPSS, Clean Air Policy Support System) 배출목록에서 누락된 배출원을 추가하였고 배출량 산정시에도 최신의 활동도 자료 및 방법론을 적용하였기 때문에 기존의 다른 연구결과에 비해 정확도가 높아졌다고 생각된다. 하지만 여전히 불확실성이 큰 배출원이 존재하는데, 특히 제조업의 경우가 그러하였다. 따라서 제조업을 중심으로 다량배출원에 대해서는 추가적인 검토가 필요하며, 국가 공식적인 배출량 인벤토리의 구축이 요구된다. 배출량 추정결과 특이한 점은 CAPSS에서 누락된 배출원의 배출량이 크다는 점과 이제까지 큰 관심을 가지지 않았던 배출원이 대량 배출원으로 나타난 점이다. 예를 들어 비금속광물 제품 제조업, 숯가마, 노천소각, 1차 금속산업등이 그것인데, PM10 다량 배출원 순위와는 차이가 남을 확인하였다. PM2.5 관리와 관련해서는 기본 데이터 부족과 오염현상에 대한 이해가 아직 부족하다는 현실을 감안하여, 우선은 1차 입자 또는 독성관리 위주의 접근이 바람직하다고 결론지었다. PM2.5의 조성 중 sulfate나 nitrate와 같이 2차 생성물질의 중량비중이 큰 상황을 감안하면, 우선적으로 황산화물과 질소산화물, 암모니아의 삭감이 효과적이지만, 이들 오염물질이 삭감된다 하더라도 얼마만큼이나 PM2.5의 농도 개선에 기여할 수 있을 것인지 정량적인 분석이 이루어지지 않았고 조만간 해결될것도 아니기 때문에, OC나 중금속과 같은 유해성이 큰 물질을 우선적으로 삭감하고 이후 준비를 통해 SOx, NOx 등 기체 상 오염물질을 삭감하는 전략을 제안하였다. 마지막으로, PM2.5의 농도현황과 조성, 현재의 관리여건과 외국의 사례를 검토하여 인벤토리 구축, 측정 자료의 확보, PM2.5의 오염현상 규명, 그리고 사업장 관리라는 4개의 범주에 대하여 정부가 추진해야할 정책과제를 4단계에 걸쳐 제안하였다.

This study is to analyze health influence and to propose managing policy of PM2.5. The study had been classified into three sectors - 1) analysis of concentration characteristics and physical/chemical properties of PM2.5 2) influence of PM2.5 on health and social cost, 3) estimation of PM2.5 emissions and suggestion of management policy. 1) analysis of concentration characteristics and physical/chemical properties of PM2.5 Considering of PM2.5 composition( the mass ratio of ammonium sulfate and ammonium nitrate is 37%(winter)∼76%(summer)), secondary particles is important to reduce PM2.5 concentration. Therefore, there must be some measures to reduce not only primary particles but also SOx, NOx, and ammonium emissions. And there is difference in composition in PM2.5 depending on regions, it is desirable that control measures also are adjusted by regional peculiarities. The time concentration pattern of PM2.5 shows that road dust affects concentration of PM10 rather than PM2.5, which means that the measures such as spraying water on road will bring about restrictive effect on reducing concentration of PM2.5. Finally, OC and metals in PM2.5 are important compounds in aspect of harmfulness. 2) influence on health and social cost We investigated the short-term association between air pollution and mortality and assessed the impact of improved air quality on mortality in Seoul during 2005-2010. We used generalized additive model(GAM) to estimate the relative risks(RR) of mortality associated with changes in air pollution. And we used the BenMAP to estimate the health benefits. PM10 and PM2.5 were significantly associated with an increase of risk of death. For people all age group and elderly people, an increase of 10㎍/㎥ in PM10 was associated with increases in daily death counts of 0.44%(95% confidence interval [CI]: 0.25 ∼ 0.63%) and 0.64%(95% CI : 0.41 ∼ 0.87%), respectively. For people all age group and elderly people, an increase of 10㎍/㎥ in PM2.5 was associated with increases in daily death counts of 0.95%(95% CI : 0.57 ∼ 1.34%) and 1.37%(95% CI : 0.90∼1.84%) respectively. We estimated the health benefits of attaining the World Health Organization`s(WHO) air quality guidelines for PM10 and PM2.5. Even considering the limitations and uncertainties of the analysis, Although the limitations and uncertainties of the analysis were considered, it is necessary benefit-cost analysis framework of environmental regulations that examine the impacts of the air pollutants and quantify the health benefits associated with reductions in air pollutants. 3) estimation of PM2.5 emissions and suggestion of management policy. We had estimated PM2.5 emissions by applying most recent data and methodology, and the results are believed to have been improved. Nevertheless, the emissions of manufacturing sector are still imprecise. And more seriously, emissions of some sources which have been missed in CAPSS are large. Such sources are nonferrous metal manufacturing, charcoal furnace, outdoor combustion, primary metal industry. Therefore, there should be some additional investigation. Considering lack of basic data and understanding of pollution situation, we had concluded that there should be approach toward primary particle or management of toxic material. Although the weight of secondarily particles such as sulfate or nitrate is much heavier, it is not clear the reduction of those pollutants can make improve air concentration of PM2.5. Finally, we suggested some tasks which should be carried out by government for 4 themes such as: ① understanding of pollution phenomena of PM2.5 ② preparation of inventory ③ acquisition of measuring data ④ measures for industry.
