역사적으로 다양한 시대적 요구에 따라 대규모 도시개발사업의 사회-경제적 패러다임이 지속적으로 변화해왔고, 그에 따라 적합한 개발방식에 대한 다양한 유형적, 구조적 변화가 함께 수반되어야 하는 필요성을 가진다. 최근 국내외 도시개발사업의 경향을 살펴보면 공공을 위한 사회적 가치 증대와 개발사업자를 위한 현실적인 개발이윤 추구를 동시에 만족시켜야 하는 시대적 요구를 직면하고 있고, 공공부문의 주도적 역할과 구체적 지원으로부터 민간부문의 적극적 개발참여로 이어지는 선 순환적 구조 형성의 중요성이 강조되고 있다. 이는 국내 대부분의 개발이 민간주도적 개발현실에서 노출되는 문제점을 고려하여 국내에서도 선진국 공공주도적 개발의 필요성이 강조되고 있는 시점에서 이해될 수 있다. 이에 본 연구는 현재 진행되는 공공주도형 미국 도시개발사업에서 나타나는 구조적 특성을 이해하기 위하여 뉴욕에 위치한 3가지 대표적 도시개발사례를 선정/분석하고 사회재생적 가치추구를 위한 공공주도적 특성을 살펴봄으로, 국내에 참조 가능한 시사점을 다음의 특성에 준해 도출하였다. (1)개발공사를 활용한 공공부문의 주도적 역할 (2)자가재정을 활용한 선 순환적 구조 형성 (3)다양한 부지 확보 및 임대방식을 활용한 사회-경제적 건전성 확보

Historically, Socio-economic paradigm for large scale urban developments has been continuously evolved to meet various demands of the times. Accordingly, with regards to appropriate development methodology, various modifications in development typologies and business structures have to be accompanied along with those evolutions. Recently, tendencies on domestic and international urban development show increasing importance on balance between achieving social values for public and development profits for private developers. Moreover, the importance of creating virtuous circle by leading roles and supports from public sector inducing more active participation from private sector is getting more emphasized. These phenomena might be understood as the same manners with growing needs on public-led developments from considering domestic development`s private-led situation. Therefore, this study selected 3 current development cases located in NYC and analyzed its public-led characteristics to understand its business structures pursuing values of social regeneration. In its final analysis, the study identified public-led characteristics by following criteria as an implication possibly reflected on domestic situations. (1) Public sector`s leading roles by utilizing public authority, (2) Virtuous circle supported by self-financing, (3) Creative establishing development sites & leased provision.
