도시재생에 관한 관심이 증가하고 있지만, 지방도시 구도심에 대한 관심은 크지 않다. 본 논문에서는 수도권에 포함되어 있지만 낙후되고 있는 군포 역세권 재정비촉진지구 사업을 분석하여 지방도시 구도심의 도시재생 방향을 도출하고자 한다. 군포시는 구도심의 인구가 소폭 증가하고, 고용인구는 대폭 증가하여 구도심이 성장발전하고 있으며, 도시재생이 진행 중에 있다. 하지만 군포역 서부권에 한정된 개발과 단조로운 도시재생 계획으로 인하여 재건축 범위를 벗어나지 못하고 있다. 일본의 도시재생의 경우 시민참여의 중요성을 인식하여 적극적으로 참여방법을 제시하고 있으며, 중앙정부 차원에서 도시재생의 효율적인 시행을 위한 도시재생특별조치법을 제정하여 지원방안을 마련하고 있다. 이와 같이 국내에도 주민이 적극적으로 참여할 수 있는 도시재생 방안을 마련하여 지방도시 구도심 재생의 활성화 방안을 마련하여야 할 것이다. 연구결과 TOD를 중심으로 한 컴팩트 시티를 통한 도시재생 추진이 필요하며, 지역특성이 반영된 개발계획이 도입되어야 하는 것으로 분석되었다. 이를 위해서는 금융부문의 유연한 제도의 적용이 필요하며, 공공주도의 파트너십을 구성하여 사업을 추진하는 것이 바람직하다. 마지막으로 다양한 협의체 구성 및 주민들의 적극적인 참여가 이루어질 수 있는 방안이 마련되어야 할 것이다.

With all increased concern about urban regeneration, little concern about old downtown in local cities has been made. This article tries to analyze ``Gunpo Station influence area reconstruction promotion district`` project though included at the metropolitan area, but falling behind, and come up with the urban regeneration direction of old downtown in local cities. Gunpo-cities increase in the population of old downtown, and sharply increases in its employed population, resulting in the growth and development of old downtown, and in progress of urban regeneration. But it does not get out of the reconstruction range due to limited development to the western area of Gunpo Station and monotonous revival strategy. In case of Japan``s urban regeneration, it recognizes the importance of citizens`` participation, and proposes aggressive participation method, and on its central government level, establishes ``the urban regeneration special law`` for the effective enforcement of urban regeneration. Likewise, our country will have to make an arrangement for a urban regeneration strategy to facilitate residents to take an active part in and the activating strategy for the regeneration of local cities old downtown. As a result, domestic urban regeneration should be based on compact city with TOD and local characteristics. Flexible system in financial parts and public partnership are essential. Finally, it is necessary to have diverse collaboration and active participation of residents.
