도시의 공공성은 도시개발을 평가하는 유용한 관점을 제시한다. 도시 기능적 의미에서 도시기반시설의 존재는 아이러니한 정체성 문제를 내재하고 있고, 이는 도시의 운영 및 유지를 위한 공공서비스를 제공하는 필수적 요소지만, 주변지역에 대한 물리적, 기능적, 사회적 장벽으로 부정적인 도시환경을 초래하는 현상에서 비롯된다. 도시기반시설과 연계된 공중권 개발은 이에 대응하는 개발유형으로 건전한 도시재생을 위한 공공적 가치의 확보 가능성이 큰 유형으로 최근 국내 도시재생사업을 수행함에 있어 새로운 개발유형으로 많은 관심을 받고 있다. 이에 본 연구는 그 대표적 선진사례로 MTA 철도부지 개발사업에 나타난 공공적 가치를 위한 시사점을 다음의 개발 유형적 특성에 준해 분석하였다. (1) 공공을 위한 사회-경제적 지역재생 유도 (2) 공공을 위한 도시환경적 지역재생 (3) 공공을 위한 적극적 개발부지 확보와 공공적 사용 (4) 공공을 위한 사회적 배려와 공공성 증대. 본 연구는 이러한 과정을 통해 도시재생의 궁극적 목표인 공공적 가치의 극대화를 통한 사회적 재생과 경제성 추구의 양립된 개발이념을 동시에 구현한 도시기반시설과 연계된 공중권 개발의 유형적 선진사례로 뉴욕시 MTA 철도부지 개발을 분석하여 향후 국내 도시재생사업이 참조할 수 있는 시사점을 도출하였다.

Public values shown in urban environments suggest valuable perspectives in evaluating achievements from urban development. In these respects, air rights development is considered as typologically advan tageous form of urban development that has bigger potentials in providing urban equity restoration with these principles compare to other types of urban redevelopment. As functional point of views, urban infrastructure has inherently ironic identity with regard to urban context. It is necessary to maintain and manage urban functionalities but acts as physical, functional, social barrier causing improper urban environments. In respond to these situations, air rights development over urban infrastructure has become increasingly gaining attentions as a new development type in cities worldwide. Therefore, this study analyzes public values achieved in MTA Yards Development Project based on its unique typological characteristics by following criteria as an implication possibly reflected on domestic situations. (1) Socio-economic regeneration for public, (2) Environmental regeneration for public, (3) Aggressive establishment of development site & use for public, (4) social consideration & increase in public values for public.
